I'm sorry, I didn't realise Triple H was already married to the boss's daughter in late-'99 through all of 2000 when he was basically an unstoppable heel champ.
He's not even officially a booker, and I'm willing to bet his backstage clout is not nearly as bad as people think it is. Besides which, as I said, they were grooming him to be a top dog before he got involved with Steph either onscreen or off.
Quite apart from which, we're talking about great champs, and in kayfabe terms, Trips is one of the greatest ever. Ditto Austin. It doesn't matter who booked it, the point is it got booked.

I always thought Rocky and Austin were better when they were chasing the title, than when they were holding it.
With that in mind, JBL was the perfect heel champion who you wanted to see lose the title.
Also, John Cena doesn't get enough love on this thread. And before people start bitching, he looks good, has charisma, and has a long history of great matches and great feuds.

He went from a tag team wrestler who I couldn't take seriously as a singles competitor and became an upper midcarder to main eventer forever. I could take him seriously and while there are other wrestlers who may have had better mic skills or wrestling ability he kept me interested as a champion.

Brock.
The most legitimate champion they've had since the Bret Hart era, as far as "guys who come across as legitimate athletes" go. He had nearly bulletproof credibility, and could hang with the best of them. Just a big, dominating, monstrous beast of a champion. I loved all of his reigns.
JBL would be my number two, though. The perfect heel reign. If only he'd had more/better challengers. Or rather, better feuds surrounding them.
My third would be John Cena. His year-long reign was actually really good for the title, in my opinion, and it really didn't seem as long as it was. He brought back the prestige the belt so desperately needed after a series of hot potato title changes. I think another reign like that is needed right now more than ever, since not even the Attitude era was this bad in terms of hot potato-ing the belt.

He didn't really do anything with the belt. His reigns were largely forgettable. But he'd be my number five, at least. With HHH as my number four. Those two men were immensely credible with the belt, but I simply found the three above to carry really elevate the title to a standard as THE belt in wrestling, whereas I didn't feel that with Angle and I feel HHH did that more with the WHC.

Rock was a terrible champion. He never held it for long period of time. I think his total time for all the titles (wwf/e, world, wcw) was only around one year combined. GOOD champions can hang on to the belt for long periods of time and don't need multiple reigns. I'd rather have one loooooooooong reign than twenty short ones.
By those standards, the best champions have been John Cena, Triple H, and JBL. We may have all hated 2003 Triple H, but long reigns make good champions. JBL's reign was random but he proved he could hang in the main event and he could draw heat like no other. Cena's over one year reign was ended by injury. 2009 was such a horrible year. New champs at basically every ppv. Edge winning it at rumble, losing it at NWO, winning WWE at NWO, losing at mania. Cena losing it to edge at backlash. Triple H wining the world title at NWO, losing in 2 months to orton. Orton lost to batista and batista relinquished it a day later for injury. Hardy beating Edge for the belt, then losing it 3 minutes later. There have been no good champions so far this year with the exception of the Undertaker who's held the title since Hell in the Cell.
How about intercontinental champions since 1998? DEFINITELY have to give it to Rock, Orton, Mysterio, Morrison. This year has definitely proved that midcard belts matter again.

Orton from 10/07-4/08.
-A lot of really good matches in there (HBK, Hardy, Jericho, Cena/HHH). -A 6 month reign is long, but not long enough to be stale -Helped define his character (Age of Orton, 1 man dynasty) -Was booked strongly as a heel. He was an arrogant guy who took the easy way out a lot, but still would do just enough to hit the RKO and win. -And his reign brought Jericho back!

Kurt Angle. The belt always seemed to have credibility when it was on him. Agreed. It was never a bad idea to put the belt on Angle and he always put on great main event level matchs, he's the modern day Bret Hart with an ounce more charisma. I was excited with Austin being champ at first but then it seemed overnight that he was completely wrapped up in the Brothers of Destruction feud. CM Punk was the last time I was interested in a title feud and we all know how that went...every. Single. TIME.

You mentioned number of reigns, lengths of reigns and number of successful defenses make him one of the greatest. Why's it different from Lawler back in the day? You don't know for sure how much influence he's had backstage, and neither do I, but from what wrestlers have said in interviews, they all know he's the man when it comes to backstage influence. Storyline-wise, he's had alot of shady victories over the years, just like Edge, so I wouldn't give it to them. Probably Cena, because he's probably had more clean victories and because he's probably drawn the most money overall while champion.
