Uh, actually I'd say that Triple H is a pretty good bet what with number of reigns, lengths of reigns and number of successful defences. There's also Austin, who had longer reigns in the Attitude era than most, despite the belt often being hot-shotted. I'd say he's a good bet. Less reigns, but tougher reigns.

Austin or Rocky, flip a coin. Both men with charisma and marketability the likes of which we probably won't see for some time. In the case of the Rock, we will probably never, ever see another like him.

In my opinion, JBL wins this hands down. His reign was just about everything a heel reign should be. I was lengthy, filled with good matches, great promos, and the fans wanted to see him lose it. He was a modern-day Honky Tonk Man. Every time he wrestled, you thought he could lose his title. Yet, he kept squeeking by at the skin of his teeth. That was an awesome title reign.

As for Hunter the man is a disgrace to the belt and his actions do not make him a worthy champion by any stretch of the imagination whether its as a draw or on ability.

To me I always felt the world strap as a secondary when arguably the top 3 stars of all time in Austin, Rock, and Hogan had the belt. At one time, these 3 you could argue were actually bigger than the sport itself. Without a doubt Hogan was in the mid-late 80s. He transcended the business. People who never even watched an entire wrestling show still knew who Hogan was. There were times I forgot that Austin or Hogan or Rock were the champions because I was such awe of seeing them on screen.
So Im not sure if any of these three were the greatest champions just because of their status. I think Hunter I think of all those championships reigns. I think JBL for bringing back the "escape out of the skin of your teeth Honky Tonk man heel champ" which brought credibility to the belt etc.
I think of Austin, Hogan, and Rock, BEYOND the scope of world champions in a way

I've already given my answer as JBL, but when it comes to Austin and Rock must confess that as a kid I never liked either of them.
At all.
The main things, I think, were that the sort of obnoxious, attack anyone for any reason, beat your boss up character that Austin was did not at all appeal to me, and Rock's character and catchphrases always made him strike me as an annoying douchebag. Which the character was, just I didn't quite see it as a good thing. I've come to appreciate both of them to some degree now, but to this day I do not mark out for either of them when they reappear and I don't particularly miss them.
