I Think if they are going to do it in the near future then I can see the break up of Rated RKO as the ideal opportunity to pit a Heel vs Heel in Orton and Edge perhaps resulting in the Legend Killer trying to Kill Edge's WM Undefeated Legend?
Both are better as heels and both have at times been able to get the occasionally cheers during heel runs so I Think if booked right and the promos are correct this would work.

In order for a heel vs heel feud to work, the E are going to have to think of something more clever than the usual "heel does something nasty, face responds by threatening to kick his ass" logic. Which means they ain't gonna do it.

Well, I know he wasn't "technically" a heel, Cena got boo'd as much as one during parts of his feud with Edge.

On paper it's bookable, in reality it's nearly impossible to make it work. No matter how "heelish" you try ot keep both guys, eventually the crowd will pick a favourite, who'll get cheered, cheap heat notwithstanding. The only way to prevent people from cheering neither guy, is booking two unlikeable charachters (Khali v Henry it's a good example), but at that point the whole feud would be ignored, and became irrelevant and pointless. I think if two heels came along who were good in the ring and on the mic, it could work, but only if they had little side feuds in which they viciously attacked popular faces in which to keep their heel heat.

Yeah exactly. No matter what, one always turn into a tweener (which even if you have him do heel things doesn't change since people will still cheer for him). For a short time, yes it can work, but if it goes on past one match, the fans will either a) not care or b) turn one or maybe both of them. And just because you could do it, does not mean that it is a good idea. Cause the thing is, there's an elevated chance the fans will just not care about seeing two heels fight.

I don't think heel vs. heel would work without someone turning.
An example, the Regal/Finlay match that happened because of Lashley's Enzymes.
The crowd tuned out and shouted "boring" during, what a lot of people felt was, the best match of the pay-per-view.
