I would say that Lex Luger's career in the WWF went downhill after WresteMania X. If you remember, at WrestleMania X, Mr. Perfect screwed Luger out of the championship. So, you were probably thinking that the Mr. Perfect/Lex Luger angle would be a really strong program that the WWF could build into the next Pay Per View. The big problem was that Mr. Perfect left the company before they could even start the angle, and Lex Luger was stuck with nothing to do. They didn't put Luger in any other program until his feud with Tatanka at Summer Slam 94. Luger was involved in a mid-card fued, but it took the WWF from March until August to give him something creatively.
Then, they put Luger in a tag team with the Bulldog. Nothing really noteworthy about the Allied Powers; they never even won the tag belts. Luger is then in a opening card match at the next WrestleMania. The tag match was just a card filler, with no angle or buildup attached to it.

Actually, after Mania X, he got into a feud with Crush.

I don't think Lex's career ever really recovered from being the guy who was given Hogan's ball and couldn't run with it.

The thing is, around WrestleMania X, the higher ups were starting to realize that Lex wasn't everything they were hoping him to be. He also hated to job, he hated to be on the road and was really lazy to improve himself as a worker, so they derailed his push.

I loved his feud with Tatanka, and I thought him and Davey Boy teaming up could've went somewhere unfortunely it wasn't meant to be as Luger decided to go to The Mall Of America while a wrestling event was going on in September 1995

Now Davey Boy got a big push after he turned on Diesel before Summer Slam '95. Here is the timeline
-Diesel is teaming up with Davey Boy as a sub replacement to take on Men on a Mission. But, that night Davey Boy turned heel on Diesel and sided with Men on Mission. - Lex Luger dissappeared from tv, and Vince was hyping SummerSlam by questioning what side Lex Luger was going to be on if he showed up at Summer Slam. - Luger showed up at Summer Slam and sided with Diesel.
So, I assume that after SummerSlam, they were mostly likely going to build an angle between Bulldog and Luger. Instead, Luger goes to Nitro and the Bulldog gets a championship match against Diesel on a PPV.
