These days, pretty much everybody in the midcard or above has a t-shirt, regardless of heel/face status. Like Legacy? Don't have to worry about finding their shirt, you can easily purchase it on WWE.com
But it wasn't always like that. Can anybody remember shirts, or other merchandise for heels in the early 90's WWF? The only wrestler I can remember is Shawn Michaels, who had plenty of t-shirts, earrings, maybe even a hat or two.
I'm assuming it's because Michaels, while hated by most males, always got a good reaction from the females, even when he was a heel from 92-95.
I do remember a very ugly Razor Ramon shirt from 1993, but I think that debated in the summer after he turned face. Am I wrong?

Flair and the 4 Horsemen had their own t-shirts in WCW. Lex Luger always had t-shirts and merchandise out there in WCW because he would switch babyface and heel just about every few months. And for some WEIRD reason in 1991, The York Foundation had their own t-shirt. Yet The Dangerous Alliance (the FAR superior stable) never got a t-shirt. Huh.

Flair and the 4 Horsemen had their own t-shirts in WCW. Lex Luger always had t-shirts and merchandise out there in WCW because he would switch babyface and heel just about every few months. And for some WEIRD reason in 1991, The York Foundation had their own t-shirt. Yet The Dangerous Alliance (the FAR superior stable) never got a t-shirt. Huh. The friggin' YORK Foundation had a shirt? ..there must be visual proof of this somewhere.

even in the 80's when merchandising really came in to play practically all the top stars heels or faces had t-shirts and other products.

Pretty much every heel in the upper card and main event scenes had t-shirts in the mid-eighties to early nineties.
WWF Magazine used to have mini-catalogues in every issue where they would show rows of photographs of various wrestlers in their own shirts, and probably three-quarters of the roster would be featured. Even "Outlaw" Ron Bass had a shirt, and the only notable thing he did in the company was feud with Brutus Beefcake in a spur-of-the-moment angle designed for the sole purpose of removing Brutus from the I-C title picture.

I'm too lazy to scan it but my WCW magazines in from 1991/early 92 have York Foundation shirts in the merchandise catalog section. and I think RD had pointed it out in an induction once.

Macho Man had a lot of nice merchandise when he was a heel especially as the Macho King

Vader had shirts in WCW. I even had an old Jesse Ventura shirt from when he came to WCW as a heel announcer.
I remember Ted DiBiase having a few things. There used to be a bank in the old WWF merchandise catalogs that looked like a roll of money with his face on it.
