In looking over the Wrestlemania line-up, I realized that this will be the first Wrestlemania since 17 that Triple H won't be involved in a World Title match (not including 23, since he was injured at the time). That got me to thinking that if you throw in his European Title match at 14, this will only be Triple H's 5th non-title Wrestlemania (12, 13, 15, 17).
This then led me to realize that every single match John Cena has had at Wrestlemania has been a title match; a US Title match at 20, and a World Title match at every Mania since then.
To my knowledge, no top guy has ever had nothing but title matches at Wrestlemania. Hogan was in non-title matches at 1, 18, and 19. Savage didn't get a shot or defense at 6 or 7. Bret Hart went his first four Manias without a title match, so did HBK.
So...is John Cena destined to always be in some sort of title match at Wrestlemania?

He'll always be in a world title match as long as he is the top guy.

He's over enough to have a good Wrestlemania showing without one- hell, his entrances along are worth the price of admission. You'd think it'd have happened sooner, but he's still young, so it's inevitable.

As far as Hogan goes, you forgot WM 8 & 4, since he only competed in a quarterfinal match. As for Cena, yeah he'll eventually have a non title match, probably a couple, I thought he would this year but I guess not.

I don't think Cena vs. Hogan will be for the title.

Apparently no one will buy Wrestlemania if John Cena isn't wrestling for the WWE/World Heavyweight title. That's basically how WWE feels.
There is aren't many combination of people he can face at WM for the title anymore. He's done Edge, he's done Trips, he's done HBK, he's done Big Show, he's doing Batista now.
The only 2 left now are Taker and Jericho, and I can already see Jericho vs Cena for the title at Mania either next year or the year after that, depending on when Taker is adding Cena to his WM notch (either 19 or finishing his career at 20).
