In terms of drawing power, Cena no question.
In terms of accomplishments, Big Show no question.
In terms of wrestling ability, Booker no question.
I'll say Big Show. Not only has he accomplished so much in a relatively short time, but he's one of, if not the, best big man to ever grace a ring. Only guys who can compare are probably Vader, Taker and Kane. And of course Show's got the sympathy factor going for him.

Booker is a 6 time world champion who has always been able to control the crowd.
Big Show has held all the major belts at some point, and is everything a big man should be and more.
Gregory Helms is able to run with the stupidest gimmicks imaginable, yet somehow is never affected by it. Can work a match with pretty much anyone he wants, and has the longest cruiserweight championship reign in its history (defending it alot or not).
John Cena has a square head.
That being said, the true Champ of Champs is... Snitsky! but since he ain't on here i go with the Show

Booker.
Of those 3 guys, I consider him the most accomplished. He's been wrestling the longest, is the most consistantly good in terms of performance, has had huge success as both a tag team and singles wrestler, has been both a WCW and WWE heavyweight champion, and is a true example of a guy who earned his spot at the top of the card and worked hard for every scrap of success that's been thrown his way.
