Goldberg, Sting, Hogan, Flair, and Jarret
That gives us: Austin/Goldberg (battle of the bald guys) Taker/Sting (gothic grudge match) Hogan/Rock (Hollywood heavy hitters) keeps TNA from happening (good in Vince's estimation) ...and sets up Evolution a bit earlier.

Goldberg, Sting, and Scott Steiner are the only three I felt they needed in addition to Booker T and DDP. Plus, Eric Bischoff as a co-owner/mouth-piece alongside Shane McMahon (Shane makes the commitment to go to full on war against WWF after it's clear his dad won't let WCW have their own timeslot, and brings Bischoff in to make himself and WCW complete heels).
Flair and the nWo guys can be brought in about the same time they did get brought in (late 01/early 02) if you need them. Goldberg wins the WWF title at some point and destroys the WWF main eventers on PPV until Austin wins the Royal Rumble 02 and faces Goldberg at WM X8 (would've been just as big and heated as Hogan/Rock, imo).
With this setup, you don't need ECW joining, or Stephanie McMahon presence, or Austin turning on the WWF at Invasion.

I am gonna say Eric Bischoff, Goldberg, Nash, Hogan, and Steiner.
No Hall because of his need to get fired after a few months.

1. Booker T - The most over WCW wrestler after its closing 2. Sting - Consistently one of the most over face in WCW 3. Ric Flair - Consistently one of the most over heels in WCW 4. DDP - One of WCW's biggest draws and he screams WCW unlike Hall, Nash, and Hogan who are too closely bind with WWE 5. Goldberg - I know that his run in WWE was not that great, but hindsight is 20/20. Back then it would seem like a brilliant decision.

This is more a booking issue than who was involved, but I imagine things would have gone much better with -
Hulk Hogan (hell, he could've been the mole instead of Angle) Kevin Nash Sting Ric Flair Goldberg
I felt tempted to say A.J. Styles, but that's mostly since I'm curious where he'd be today if that had happened. Probably TNA, just where on the card.

1. Nash - The guy with the most connections within WWF and the likely mole.
2. RVD - Let's not forget ECW was part of the InVasion, and nobody was more over than RVD at the time.
3. Sting - A man about whom Vince has never said a bad word against, and THAT'S saying something.
4. Booker T - He was the WCW Champion, simple as that.
5. Goldberg - Because of the obvious Austin/Goldberg match.

Goldberg was essential because he was arguably their biggest star. Sting and Flair had to be there as well since those two embodied WCW more than anyone else. Other than that, you could make the case for Steiner since he was the last true WCW champion. Maybe Bischoff as a mouth piece. Would have been nice to see Mysterio there as well since he didn't come in with the initial batch of midcarders for some reason.
As far as the nWo is concerned, I have to agree with those who said they weren't necessary for the initial invasion. Bringing them in later could have been interesting, but not right away.
