Let's look at the different entrants:
Sheamus: Champion. They're probably going to take the strap off him for Mania. They may give him a rematch for Mania, depending on where Edge decides to go.
Kofi: Midcarder trying to break through, and IMO will with a good showing at this PPV. But he's not winning.
DiBiase: Another midcarder, and they're teasing a Legacy meltdown, so that means he's going to cost Orton the title, and won't win on his own.
Orton: Will be cost the title by DiBiase. Will feud with him at Mania.
Cena: Is rumored to be in the match with Bret Hart against Vince and Bats at Mania, so he won't be getting the strap at Elimination Chamber.
So that leaves one of two possibilities. Either HHH takes it at Elimination Chamber, or Sheamus retains. Either way, the WWE title match at Mania isn't looking too good, because of Sheamus's booking, and because people are tired of HHH.

If they still decide to do Vince vs. Bret in a street fight, which is questionable...
Then Cena could win and it'd be Cena/Batista for the title at Wrestlemania. The two feuds could be connected and work off one another. Poor Bret would have to take a lot of Batista beatings, though. Cena's not the most reliable friend.
I don't like the idea of HHH winning, because he'd be better as a possible challenger at this point. Unless they're actually building a feud between him and HBK, which doesn't make much sense, but could be done the way they're building it. I can just imagine HBK snapping on him after he wins the title.
That would drastically change everybody's expectations.
I think Sheamus or Cena will win. Orton being a third choice.
So HHH will probably win. >_<

If they decide to have Sheamus hold the belt until Mania, then he will be booked to beat someone just underneath HHH in the order, I guarentee it.
Heck, people have been saying he is yet to prove himself, but that's just part of the whole point of what they are trying to do with him. They're not over exposing him, and there's something still to come from Sheamus.
If he retains the belt in the Chamber, it doesn't matter how it happened, because the fact is he would not have been pinned and he would have outlasted 5 other guys in a brutal match. That puts him over the top, gives him his big victory, and fattens him up nicely so HHH can beat him.
They have too many other possibilities now on Raw anyway for it to be a long HHH reign, I just see them giving him the belt (if they choose to do it) because they like to have their top guy win the belt at Mania, because that's when the interest is at it's highest so that's when they display the pecking order that they deem right for business. Unlike 08, there's a lot of other guys that can hold the title throughout 2010, where as 2 years ago HHH had never really had a long face run, so it was something a bit different.
Besides, HHH/Sheamus has never been done before, so it will be an interesting dynamic. It won't close out the show, so there's nothing to worry about. Sheamus will get to win a chamber and establish himself firmly in the main event, while whoever beats HHH in the months following Mania will get a nice rub.
