Instead of having General Managers, why doesn't WWE just have a Championship Committee make all the on-screen decisions? They could have authority over both brands (but not ECW--it should be presented as a promotion under the WWE umbrella, rather than being just a brand) and their decisions would be made public by one of the representatives. I was thinking that seven individuals (my own picks would be Dusty Rhodes, Theodore Long, Michael Hayes, Arn Anderson, Ted DiBiase, Dean Malenko, and Mike Rotundo) would make up this Committee.
Kayfabe-wise it would also make sense. Many times the GMs (Bischoff, Angle, Heyman, and Coach) have abused their power and showed favoritism to certain wrestlers. By having this Committee, there would not be a risk of one person having too much power and the Committee would also be a diverse group of individuals, preventing them from having the same agenda. Additionally, the Committee would be mentioned often, but would not actually show up on TV much.
As for Vince and the McMahons, the mysterious Board of Directors would restrict him from interfering with any of the wrestling, confining him solely to the business side of his job. Ditto for Linda, Shane, and Steph. Why would they do this? Easy: Vince and his family are unstable, power-hungry, and, despite being given many chances to mend their ways, have always fallen back into their old habits.
I think this might work better than the single figurehead concept.

That could work out. It would also take out the overused idea of people rebelling against the boss of the particular brand.
Teddy Long though is pretty good in his role right now, where he's more like Jack Tunney, as he's there when it's needed.

Because then TNA fans would claim WWE is ripping of the TNA Championship Committee.
Also I don't think The Academy of Wrestling Arts & Sciences would stand for another ficticious group wielding more power than they do!!

Usually when ever someone was out of line they use to bring out the old "Board of Directors" lines, the last time I heard it used was with Bischoff a year or two ago.

GM managers I think help ruin kayfabe. I liked the idea back in the 80's and 90's that there was this President who was rarely seen and all powerful. Today every five minutes the GM is coming out announcing matches. Before it was just announced to as that Jack Tunney has made a match up between.... and it seemed more real and less theatrical. Like how boxing would do things, you know.

I can see one reason why WWE might use this for a temporary angle: 5 guys on a committe, each arguing for a different wrestler to be number one contender. They are deadlocked and (what with some of them being former wrestlers) all hell breaks loose until Vinnie Mac turns up and books ... dun, dun, DUH! ... an Elimination Chamber match. It's an interesting concept but if I had a choice in the matter, I'd just bring back Commisioner Mick Foley. Have A Nice Day!

It won't fly because it would eliminate the completely tired "wrestler vs. boss" storyline possibility that the WWE has been using ever since they caught lightening in a bottle with Steve Austin and Vince McMahon.
I say go back to the Jack Tunney days.

I say go back to the Jack Tunney days. Ideally, that would be the perfect solution. But the figure-head would need to be a complete "non-character" like Jack Tunney. Compared to everyone else around him, Tunney seemed much more like a real person and I think that added to his credibility and authority. WWE really doesn't have anyone like that right now. Also, I think that today there would be too much temptation for Vince and company to turn the single figurehead heel. That's why I think a kayfabe committee would be more beneficial to the product.
