I think with Eric Bischoff doing nothing, maybe he can try and build up WCW a little bit and start a new faction. At the next ECW: ONS or something, he can start his crusade over again but this time instead of using WWE guys, he uses guys who used to be in WCW. He can say that these were the guys who benefited from the talent being stolen from ECW. So Bischoff just shows up and surprises everyone at ONS: 3, by marching to the ring with, Booker T, Rey Mysterio(playing a turncoat role), Chavo Guerrero, the returning/debuting Goldberg, Scott Steiner, Scott Hall, Syxx, Hogan, Sugar Shane Helms, and all the other old WCW guys that can be scrounged up. I know some are in TNA, like Scott Steiner and would have to be signed away, but its not like those guys are all that important.
This would work way better then having Bischoff lead a bunch of WWE homegrown talent in a battle vs ECW. It would make much more sense to have it be WCW vs ECW as those were the two that always had the feuding owners. WWE guys could join either side, depending on if they were ever in either one, but for the most part, homegrown WWE'ers would just stay out. So no Cena, Batista or Orton.
Feel free to add stuff to this or change it. I think it might be a decent idea, but may not work due to the age and stuff of the WCW guys.

To be honest WWE, have intergrated the "WCW guys" as you put it, into their company so much over the past 5 years, that they've completely dropped that WCW tag.
And Steiner, Hall and Goldberg - just wouldnt work or happen for so many reasons.
However I do agree that WWE should do something with Bischoff because like him or not, the guy is such a great on-air talent. And yes, I think his presence would work in ECW, im much the way you said. He could debut a few new names, or become manager of a team that is hell bent on destroying ECW.

I don't think you'll see Goldberg, Hall, Steiner orX-Pac in the WWE anytime soon. The money would be too much and the payoff would be very litle. As for Hogan being in the faction, that would 100% not happen. At this point in Hogan's career he cares a lot about maintaining his legacy. He doesn't want his last ( : run in wrestling as a heel.

Plus I think the idea of a faction hell bent of destroying a fed has been done to death. It almost lazy booking at this point. I mean it's about as origional has having an evil booker try and hold down a face.
