Just been playing a free-for-all game, and realised after the second Nuclear Holocaust that someone (or some people) were acting as a team - one guy was hanging back away from sniper rifles, helicopter fire, etc., and the other was taking all of the deaths, and softening guys up for the easy kill.
Didn't work out for them in the sub base, as I killed them as a pair at least 3 times, and trashed their tactical insertions, but in Skidrow and the Estate they got nukes.
Do you consider this cheating, and how would you deal with it?

There's a difference between cheating and just being cheap. That isn't cheating. It's strategy, a cheap strategy, but a strategy never the less. I mean come on, one of them was dieing on purpose just to weaken/distract the target of the sniper.
Cheating would be like using the Javelin Glitch.

I think they call that nuke boosting. I consider it borderline cheating.

But see, here's the thing, how can you prove they were really teaming up? From those looking in from the outside, it may look like the guy who was the bait just plain sucked and everyone was just getting picked off by a sniper, IE, the normal procedure for MW2 online. EDIT: Oh, wait, just re-read your opening post, so it is one guy following the other guy around and hiding behind a corner or some kind of cover and takes out whoever the first guy got into a skirmish with? Yeah, that's extremely super cheap and borderline cheating in that case.

I think they call that nuke boosting. I consider it borderline cheating. Correct. All it takes is two people with Ninja and Cold-Blooded (therefore no radar can pick them up...and no name will show up with CB Pro), the victim having a tactical insertion, and a good hiding spot. This can also be done where they get 8 kills so they get a Pave Low (and since it's non-care package it counts towards the streak) and then get a few more to the chopper gunner, and just get the nuke from that combination. And if one or both get shot down, there's still the boosting as long as you haven't been caught. As for proof of it, check the scoreboard if you think the score is rising unnaturally fast and see if one person's kill-to-death number is something like 1 or 2 kills to 17 or 18 deaths, and see if the game leader has about that many kills too. 95% of the time that's all the proof ya need. It's lame as hell, but it is done. You would think at some point IW would patch that up (me and my bro suggested in games with 5 or more people that it would stop counting towards the killstreak if you killed the same person 4 consecutive times, and you would have to kill someone else).

I wish I'd have known in the sub base that this was happening - I wandered twice into different corners to find two guys with tactical insertions facing each other and doing nothing, probably because they had been forced out of somewhere convenient and lost their insertions - got 4 commando kills on them twice, but then trashed the insertions.
I don't understand this style of play - if you're going to be that cheap, why not just keep respawning one guy with an insertion in an isolated area, and then killing him yourself? You'd have a nuke in minutes, and it's just as pointless.
