...and I think I get it.
None of these movies ever took place in reality. Well, on screen reality. They were all imagined by the brothers. Rocky developed most of the first, Colt the second (thus they're more similar with cast and stuff.) and then Tum Tum imagined most of the final one by himself.
In the third, the ages seem to differ more to represent the ages they really were. Rocky and Colt made Tum Tum older to fit in better and seem cooler. Also in High Noon, Rocky sort of goes solo stuff (rescuing his gf) and even in the group fight scenes, Colt does all the fancy moves and gets more film time. It's obvious he wanted little to do with their youthful "roleplaying".
Finally, the ridiculousness of Hulk Hogan... It's obvious Tum Tum's imagination wasn't as good as his brothers. He relies on Hulk Hogan and Power Ranger ripoffs for his story but puts them on far on the back burner to show how cooler they are. I'm thinking he was a Hulkamaniac who was bummed at Hogan joining the nWo so he was a good guy. There's also a spot where Hogan's character is caught and a kid says his dad told him he was a phony. Which was likely what Tum Tum's dad said about Hulk Hogan himself and wrestling in general.
As for the new neighbor, I imagine that's Tum Tum's babysitter who watched him from the refllection of a computer screen on AOL chat or ICQ (it was 1998) so he wrote her in and made her the geek girl.
Finally, for the grandfather. I don't believe he wasn't Japanese, but rather crazy. After all, none of the family appears to actually be Japanese. And he was hardly featured in the third movie so my guess is he was institutionalized. So he probably lived with them before things got worse.
