Mysterio cannot possibly be a heel. It just doesn't work. WCW tried it, and it worked slightly better since it was the unmasked, devil horned, run around like an idiot Rey, but he still ended up getting cheered more often than not.
HBK going heel would be nice. Batista should go heel too, since he and Lashley are basically the same character now.

Batista, Cena, and HHH.
HBK can't really go heel, cause most of his antics would wind up with him eventually repenting for.

Jamie Nobel should turn face, so it gives Gregory Helms someone to feud over the Crusierweight title with.
The Gymini should turn face as well, because the Hooligans are the only face tag-team on SmackDown!

No, we need singles crusierweights.

Smackdown: Matt Hardy to heel. He can go crazy about how Jeff got all the attention with his return or the fans support has never one him a match.
Finlay to face: He is already close, just have him be the guy that never backs down from a fight and does what he has to to win.
RAW: Cena to Heel. Bring back Cena the cocky rapping Cena.
Edge to face. Keep the same "hardcore, rated R" attitude but have him either side with faces or become a loner.
ECW: Holly to face: After the match with RVD, the gash and, not giving up. He could easily be a face and after this past Tues. it looks like they might go that way.

Turning John Cena heel is pretty much the only thing that's going to save his character. He was so much better as a heel in the first place.

Batista definately...I'd like to see him and Taker go at it at Mania for some stupid reason
HBK...best memories I have of him are when he's acting like a prick...and I really think he could still do it as a BAC, I mean it worked well when he feuded with Hogan. Of course they'd really have to work on the crowd booing him since it'd be a very tough turn.
Same goes for Flair...here's someone who really should be in someone's corner helping get them over, or turn heel since he almost seems invisible these days...I knew his IC title reign would be a trainwreck and I was pretty correct on that.
Rey...doesn't really make sense...I mean little guys are very tough to get over since they're the underdogs most of the time...I thought it would work for Spike Dudley but that was a HUGE disapointment.
I think Masters might be a pretty good goofball face...I mean I'm in no way digging the guy yet, but I'm starting to like him a bit, which is odd since I hated him SO much last year. I say move him into DX much like Goldust tried to do in the nWo before...almost as an "unofficial" member.

I'm probably gonna end up being Mr. Shoot Interview because that's what I mostly quote, but they're the best place to get information.
Spike Dudley talked about John Cena as WWE Champion. And Spike did nothing but praise him, he said he worked hard, and he tried hard, and did his best, but said that John Cena doesn't want to be champion and knows he's not ready. He's obviously not going to say no, don't make me WWE Champion, I mean, who in their right mind would turn that down. But Spike said, give him a few years, and it will be fine. So basically a heel turn would probably be good for him, maybe on Smackdown though, because they already have a top heel there in King Booker.

Actually, I think making Rey a Heel is very doable. Just have him come out and talk about Eddie. He says "God Bless Eddie, but he's finally run his course. I've made all the money I can off of his memory." Basically he admits that he was exploiting Eddie's memory for a quick buck. Then he takes it a step further. He talks about the fact that he took his mask off near the end of WCW, and how it more or less spits on Mexican tradition to put it back on. He says that Vince put the money in front of his face, and he knows the value of a dollar. He then takes off the mask to prove it. He then starts coming to the ring wearing the mask around his neck. Then putting it on before he wrestles. He treats it as a prop and have Cole play up how he's pissing on tradition while JBL says hey, at least he's being honest.
With Finlay, I think he really needs a sit-down interview. Just talk about his upbringing, how he came back from Drop Foot Syndrome, stuff like that.

They need to turn Shelton face again or get him a manager. The guy's going no where, at the moment.
Batista does need to turn heel, his current gimmick is becoming stale and he needs some edge to his character.

They need to turn Benoit heel when he comes back, but for now Cena and HBK spring to mind.

I'd go the other way and turn Jeff heel. He could blame Matt as the reason he was fired and ignored for the last 3 years as his life spiraled out of control. Or, they can both turn heel and go over to Smackdown, where they will feud with Londrick.
Speaking of Londrick, maybe Kendrick could turn heel once they drop the tag straps. He and Ashley could blame London for holding him down, and turn on him. I'd like to see him do an early-era HBK gimmick, with Ashley carrying a mirror for him.
Scotty 2 Hotty is another one who needs to turn heel. He's stale and is a human joke butt. It may not salvage his career, but it's the last resort that can try.

Bobby Lashley: The man should have debuted as a heel. He needs Davari as his manager and just beat the crap out of people.
Lita: Before she leaves, she should turn face and have to repent to Matt Hardy. That would make my day.

I don't think it's only a matter of "alignement", but of characters.
Nowadays the fans, even the marks, won't cheer or boo someone just because WWE "tell" them to do so.
If a character is boring/stale/not over, a simple change of heart won't fix the problem, or at least not in the long run. Shelton Benjamin is the main example.
Even more: turning a respected, iconic veteran, like Flair or Michaels wouldn't change too much, as the crowd likes them, and their antics (heelish or not) anyway. About Cena... I don't think there's an actual solution. Maybe reverting to the original rapper gimmick would work, BUT, for every smark liking the "new-old" Cena, there'll be a young mark hating the traitor. And of course the die-hard Cena haters will still boo him no matter what.
The crowd need a reason to care about a superstar, any reason. And nowadays "he's a good guy" or "he's a bad guy" reasons aren't enough anymore.
