Interesting thought, but Snoop was much more influenced by rapper Smooth B of Nice & Smooth. Although not that you mention it, Smooth arguably sounds even more like Cosell.
It wouldn't be that far-fetched. Chuck D of Public Enemy has always said the single biggest influence on his delivery was announcer Marv Albert, another comparison you can't unhear.
