Because they care about what he does more than Rhodes and DiBiase.
End of thread.

I feel odd for cheering on Orton but I want to see him and either Ted or Cody alone in a cage match because that would be interesting. No interference allowed and it's either pin or escape.

He's become one of the more interesting characters right now; especially compared to who he's playing off of currently.
Pretty much that simple.

In the universe of generic gimmicks, Orton has an unique gimmick. Ding Ding Ding, we have a winner!

It wasn't logical for fans to be cheering for Austin either back in '97 but the company had no choice but to run with it similar to Orton.

Well, to be fair, he didnt break out as a face until WM13, and technically it was a heel/heel match (bret turned heel on the RAW before WM13 with the whole "this is bullexcrement!" speech) up until the ending.

Austin may have been a jerk, but he was an honest jerk. Bret was supposed to be the hero, but he acted like a complete dick and shat on the USA. Those are two easy ways to get fans to turn on you.

Hart didn't start his anti-USA spiel until after WM 13 and given the feud largely consisted of Austin screwing up every attempt he made at winning back the WWF title back then I never quite understood, logically, why fans were starting to boo Bret when he hadn't really done anything wrong according to the storyline.

People always say that if Orton is going to work, he can't be the kind of neutred, smiley type babyface he was in 04. So what do they do? They make him pretty much an anti-hero, and people still complain.
He's being cheered because he's being booked to be cheered. The announcers have stopped talking about how evil he is, and he is becomming a victim of sneak attacks rather than dishing them out himself. It lets the fans know he is a face. It's like when people say the fans were clammering for Cody to hit Orton. They weren't. Or they were, but it was the booking of that situation that made Cody look sympathetic.
So they are making Orton this bad-ass anti-hero, who is teaching these two punks a lesson in respect. People have been looking at this from Cody and Ted's point of view, but at the end of the day it was Cody botching his help to Orton and it was Ted who decided to hit Orton with the pipe, so they decided to turn on him. Why wouldn't Orton want revenge after he took them under his wing and taught them everything they know?
