I thought I'd start this thread for crappers like myself, who are on a small budget.
Anyways, if you live on the West Coast, getting some French fries at Albertsons and two packages of ham steaks is tasty and cost effective. For under $12 you get 4 solid and tasty meals. That's only about $3 a meal!

Ramen noodles
Totino's frozen pizzas
Jose Ole Chimichanga's. Especially the chicken and cheese flavor
And I'm not sure if it's like this everywhere or just where I live, but all the pizza chains have become extremely cheap. Domino's has $5 large 1 toppings every day of the week now (used to just be on tuesday's) and $10 any size any toppings (same deal that pizza hut has). I've had quite a few $5-$10 dinners that fed the whole family lately.

If you find yourself in Delaware (you poor miserable bastard if that, indeed, is your fate), enjoy the awesomeness of Vietnamese Pho at Pho Nhu Vu in Bear. Vietnamese noodle soup with an assortment of ingredients ranging from meatballs to tripe to tendon to seafood with a light broth that one can augment with limes, bean sprouts, herbs, hosin and sambal sauces. Regular is 7.95 while the large (which is enormous) is only a dollar more. They also have Vietnamese hoagies but I've yet to have them.

Not sure if they still are. Soup in general is cheap and if you add half a can of water to chicken noodle soup it still tastes good and is more filling. Sandwich items are generally cheap. Bread is about a buck. You can get Carl Buddig lunch meat for cheap. Tortilas, scrambled eggs and shredded cheese is good.

Agree with Totino's Frozen Pizzas, they're not overly huge but they're pretty damn good. Tony's is another frozen pizza that is pretty sweet, about to have on myself!

Pasta Roni, usually you can find them about $1 a box on sale. I throw some chicken on the george foreman and I'm all set.
