I think that he was rewarded for changing Maple Leaf Gardens from an NWA venue to a WWF venue if I remember correctly. I also feel that the neuteral authority figure worked out well because it kept heat on the wrestlers. When Hogan got screwed it was because of some arcane rule that Tunney would tell us about in legalise. It was clear that he wanted to help the Hulkster, but he couldn't.

Jack Tunney was the law of the land as far as I'm concerened. He was the president of the WWF! EL PRESIDENTE!
