I read that Sting turned heel at Fall Brawl '99.
Now, I should remember that, but I don't at all.
What led up to it (and knowing WCW, he was probably a face the next week)?

nobody remember it
It was at a time that WCW was desperate for ratings and out of nowhere with no build up they turned Sting heel.
Nobody bought it however and after a mini feud with Hogan and Goldberg (and Savage?) he was face again

Umm Fall Brawl 99 like you said.
I remember it loosely. Something to do with Lex Luger. Lexy was heel and wanted Sting to join him. It was teased for weeks and at the PPV Sting made his decision.
Sorry thats the best I can remember.

I thought that was the NWO split. They were GOING to have NWO Wolfpac be semi-heels, but made them all out faces.
Or am I thinking of something completely different?

All I remember is Sting turning on Hogan (who was a face) in a match. He was hitting Hogan with the bat, and the fans were cheering!

I remember after he turned he attacked JJ Dillon on an episode of Nitro.
That's all I remember about it.

Yea, I recall he hit Dillon with a bat, or jabbed him in the stomach actually. Now this was around the time Hogan dissapeared for awhile, after Sting beat him with his bat, and possibly won their match at Fall Brawl, it's hard to remember, but I do know it was a real waxed up time, cuz Russo was booking and trying to get rid of the older guys-especially Hogan
I don't think it lasted 2 or 3 weeks at best

As near as I can remember, Hogan was champ and Sting was challenging. Lex kept trying to get him to go heel in the weeks leading up to the Pay Per View, but Sting kept refusing. During the match, Lex came out with the bat and gave it to Sting, but Sting chased him off. Hogan went to shake Sting's hand, Sting nailed him with the bat for the win and the belt.
This set up the Halloween Havoc 99 Goldberg Debacle, Sting forfeiting the belt, and the tournament which Bret Hart eventually won for the WCW Championship.

Sting was stripped of the title after Halloween Havoc because he gave the Scorpion Death Drop to Charles Robinson.
He turned back to being a babyface somewhere between Mayhem and Starrcade.
