I believe it means the guy in the song is an adult, and the girl he likes and wants to "be with" (nudge nudge wink wink) is only 17 and a minor. He wants to be with her but can't because he doesn't want to end up in jail, etc. Legal age is 16 in the UK though. The song was probably "Americanized" though to match their age laws. Or, to be really cynical it could be they slapped it in because it rhymed. I doubt it though.

I'd wager a guess that it was simply because it rhymed. There's no reason for The Beatles to Americanise their lyrics.
