El Tirantes in Mexico has been around since 1992 and was the heel referee for AAA. He'd certainly qualify as longest-tenured heel ref.

hey I'm an old timer too! 43 years old & been watching wrestling for 35 years! The first heel ref I ever saw was Haystack Calhoun who was brought in as a special guest ref to enforce a TV title match against this heel who was notorious for slapping refs around. I forget who the face defending the TV belt was against this heel who liked to beat up refs. But it looked like this heel(I think it might have been Nick Bockwinkle) was getting his come uppance as Calhoun was not taking any crap from him,the face was at an advantage & as soon as he got this heel guy in a figure 4,Calhoun did a belly flop on to the face guy and threw the heel guy on top of him and held him down for the pin and helped this guy win the belt and they walked off together all buddy buddy. then again that was a wrestler guest reffing & turning heel. after that for me it was Danny Davis.

I don't remember the details of it but didn't all the WWF refs turn heel during the attitude era and go on strike for a while?

I don't remember the details of it but didn't all the WWF refs turn heel during the attitude era and go on strike for a while? They were on strike so they got replaced by Brooklyn Brawler, Harvey Whippleman, and Tom Pritchard. One of the refs kept working and got beat up during a match by the refs.

Wasn't that strike due to the NBA players being locked out in 1999, so they poked fun at it? But, if I remember correctly, instead of just being locked out, the refs didn't like the working conditions. (Always getting beat up or knocked around.)
