If I recall, Goldberg was the heel in his first real WCW feud, when he stole Mongo's Super Bowl ring. Next thing I know they're hyping his streak and he's a face. Was it just a matter of fans popping for him so they ran with it?

After the Mongo feud, he was a tweener or lone wolf. He just beat up who they put in front of him, not giving a dam about anything else that was going on in WCW including the NWO. It was not until he became a feud with Curt Henning that was a full babyface. Which was around the time he was about to win the World Title.

He was a silent badass who beat up anyone who got in his way. Also, he came off as very intense in the ring. They don't really have any wrestlers like that anymore which is a shame.

Also consider that he was one of the few WCW guys that wasn't booked to look like an idiot. Fans get behind winners.

He was heel during the Mongo stuff, then went tweener while he built up his win streak. But it wasn't the Hennig feud that set him as a face, it was him finally doing a run-in against the NWo sometime before that. I can't remember the details now, but I remember watching it and the place exploding when the fans realized that Goldberg was finally taking on the NWO.

Part of it is probably since while it's great to have a wrestler like that, like Goldberg, they can get into a slump when the streaks end, or before, if they are stale. Kozlov ran into that issue, prior to them revamping him.

I think the reason why fans got behind an unstoppable badass who carved through opponents so easily was largely due to the booking at the time in the main event picture. The nWo was still running roughshod and making WCW their bitch, Hollywood Hogan's egomaniacal self was on the top of the mountain, and major WCW guys like Luger, the Giant, DDP, and eventually Sting were made to look like a bunch of helpless palookas against them. Fans were starving for someone to finally knock the big bad heel off his perch. And a fresh, new guy who happened to destroy everyone in his path and seemed like an unbeatable fighting machine perfectly fit the bill for the man to do that. So the fans got behind him, thinking he would finally be the guy to take the lead in stamping out the nWo.

When he started feuding with Saturn and the Flock, he was firmly on the Face side of things, capped off with his US title victory over Raven.

As much as the nWo was running wild at the time, WCW, at the time of Goldberg's debut had a pretty decent mid card. So when he would beat guys it got people's attention. Also, he was booked like a pseudo shoot fighter to begin with, so he was really different. I would say he was booked as a face from the begining, with the Mongo stuff really an aberration.
