If there was an alternate 1998-2010 where Mick Foley retained (most of) his in-ring skills and was still a viable character and a big part of the WWE, I'd say him, in a Hell in a Cell match, after all these years. In his first book I think he said something about one day meeting up with Undertaker in the cell again, like how Civil War generals would meet up on the old battlefields they had fought on years later to revisit thier memories one more time - a broken down, battered, crazed old Mankind taking on his eternal tormentor the Undertaker one more time on what seems like a suicide mission and WINNING, ending the streak and putting the Undertaker away for good, would have been a brilliant, poetic way to do it. Ah well, it'll make good fanfiction or something. Taker falling through the cage to end it as Mankind stands in shock that this has ACTUALLY HAPPENED along with the entirely silent bewildered crowd right before the place explodes would be an image seared into my head forever.

Kane but only if he and Undertaker transform into their next most powerful forms like 3 times the entire match ala DBZ. They could bring back Buff Bagwell to end the streak and I'd still mark if the match went like this.

Taker would break both knees, and pull his groin...waking up that morning. Then he'd still work the match, but when he makes contact after falling off/through the cell, he'd simply turn to dust.

Honestly, the only person I can see ending the Undertaker's streak is Kane.
Now I know he hasn't done anything for years, I know Kane is perfectly happy with putting others over, but this has nothing to do with what wrestler would benefit most from it, this has to do with what the WWE universe will accept.
Kane's "brotherhood" with the Undertaker makes him more worthy of doing something like this then any of the other superstars. Kane would absolutely be the guy to retire Taker and end the streak imo.
