Back during ECW's first year, when the ratings were in the 2s and high 1s, could they conceivably have gotten a second hour? Was that the long-term plan of Vince and co. with the brand? I doubt Vince thought he could've built a credible third brand with only 1 hour of TV a week and very few PPVs.

The long terms plans for ECW was what we got, developmental with national TV. Well, that was Vince's idea, talk was that Shane wanted control and to run it basically as a separate company like the brand split originally was intended with WWE and WCW.

Well, that was Vince's idea, talk was that Shane wanted control and to run it basically as a separate company like the brand split originally was intended with WWE and WCW. Before RVD was busted (and even for some time after) there was a strong attempt by WWE to portray ECW as the equal to the other brands. Once Lashley fizzled as "smiling bad-ass man-child champion" and the Benoit situation happened is when it became more of a developmental system. Regardless, the main question is was a 2 hour show--developmental or not--going to happen? Remember, the show was Sci-Fi's highest rated series at the time.
