Vince Russo and Eric Bischoff discontinued the TV title when they took over WCW. I think that was after the Duggan trash title reign. The ECW TV title apparently is lost. Some fan has it or something.
Edit: Did Duggan sell it on ebay along with his King clothing?

I thought that a TV Title would have been a good thing to bring back right now to make Saturday Night's Main Event special. Have the TV champion only defend it on SNME and PPVs and then depending on the month he would face either a Raw, Smackdown, or ECW guy (obviously rotating from that point on). This would create special matchups that you wouldn't see on a normal show.

This would create special matchups that you wouldn't see on a normal show. Defending a "TV" title only on PPVs (and the 3 or 4 or whatever SNMEs) would go against the idea of a TV title. It's supposed to be defended on your weekly TV show.
