Drugs and politics haven't been the key issues here, but guess what, guys?
Writing "In Before the Lock" and other variations on it are frowned upon here.

I'm not exactly sure what qualifies this as a huge problem. A relatively minor problem I could see but not a huge one.

Unless they're selling to the elementary kids, I don't think anybody would care.
I think carrying is like a $100 fine here, and most don't even bother to enforce it.

Jaywalking and pulling the little tags off of mattresses are illegal too, but they arent exactly a priority.

So, I was walkin' around my neighborhood, and I passed an elementary school. I spotted some teenager's pull out something. It was marijuana. I calles the police, and the operator replied with, "Why is that such a problem?" and he refused to send any authorities. What the HELL?!

This is NOT a huge problem. You called 911 because some kids were smoking pot and they rightfully responded that it is NOT an emergency, which is what 911 is for.

Doing it however in or around a school, let alone an elementary school is (at least here in Texas it's a Class A M or State Jail Felony) and the fact that they didn't at least transfer him to the PD or tell him to call before hanging up is an issue as well.

Again though these kids were probably all minors. So unless they has some massive amount somewhere other than on their persons, or possession of any amount leads to criminal charges for minors, there really isn't much that they could have done.

Around these parts possessing any amount of illegal drugs in a school zone is a felony even if the charge would normally be a minor misdemeanor. I would be irritated if a 911 operator ignored a felony as well.

I can't believe this hasn't been locked already.
I agree with Frank Gotch's first post on this one though. I don't feel the need to elaborate as he said it quite well.
also, I disagree with the OP's statement that it is a huge problem.
It's just kids smoking some pot. It's not the end of world and you and the police should have better things to do than worrying about some kids smoking pot.

Yeah, it doesn't matter if you witnessed a felony. It's not an emergency so you can't go calling 911. If you did that here in the Phoenix area you'd be arrested.

While I'll agree, if that's exactly what was said to you, that it could've been handled more delicately, calling an emergency number because you see a few kids with a miniscule amount of pot is trivial and a waste of everyone's time. As has been said already, if you're REALLY that bothered by it, then contact the school so they'll know to keep an eye out for future instances and possibly alert the non-emergency authorities so they can do the same.
