Okay, let's say that in this alternate universe, Rocky Maivia still gets booed by fans. HOWEVER, somewhere during his run--perhaps because of a great feud or string of good matches--he becomes over with the fans as a face. How does this change the WWF? Does he get a longer IC title run? Does he feud with main eventers earlier? How does this effect the NOD and Ahmed Johnson? Does he become WWF Champion earlier?

He'd get pushed to the moon and win the WWF title within two years of his debut.

Honestly, I don't think Jesus himself could have gotten over with a smiling bluechipper gimmick in that era. If by some miracle, Rocky managed to, I see him getting lost in the shuffle when the attitude era goes into full flow, like Marc Mero, who had all the tools for greatness, but never achieved it.
He'd feud with Hunter Hearst Helmsley and Owen Hart for the IC and European belts, trading the titles back and forth before becoming the next target for the NOD after Ahmed. He flounders around the midcard, never really getting a chance to develop into his Rock character, then released. He has a spell in ECW where he starts to get over and is quickly snapped up by WCW toward the end of its run and given a push as part of the New Blood but it never really solidifies him as a main eventer.

Actually, I think if Rocky had a string of good matches or that one good feud he could've gotten over. Keep in mind that he was programmed with other Wrestlecrap alumni--Blue-Blood HHH, The Sultan...

Well even if he never had a heel turn that character needed some serious tweaking at the very least. It was so, so boring.

Yeah, there was just no way Rocky Maivia was getting over in 1997. If he came in two years earlier, he probably would have stood out amongst 1995's really awful midcard (with characters even more bland that him) and made it as a clean cut babyface just because of his look and heritage, just in time to turn heel in 1997. From there, it's how he is able to develop a good heel character without the Rocky Sucks chants to motivate him that determines his success.
