How come I rarely hear people complain about Vince McMahon putting the WWF Championship on himself for a short time (and winning the Rumble, too), but I always hear people flame Russo for putting the WCW Title on himself?
I always thought that it was stupid, even if it was a short, pointless reign.

It's virtually impossible to be truly annoyed by Vince, because he plays everything so over the top

Eh I dunno, I've heard a lot of people complain about both his WWF and ECW title runs. I was more offended by the time he won the Royal Rumble tbh.

The guy's the reason professional wrestling exists in this form. If he wanted to pull down his pants and take a steaming dump on the IC Title in front of a live audience, he could do that if he wants. But he doesn't have to, because Dolph Ziggler currently holds it and that stinks even more.

People complain about Vince winning the Rumble and the Title, 1999 was probably the worst booked year in the history of wrestling, but it was overshadowed by a few things:
1. The Rock and Sock Connection
Rocky and Mick were so entertaining that they made people forget the horrible writing and booking on Raw, and now people mostly just remember them.
2. WCW was worse than the WWF
Pretty much every single bad thing that happened on WWF was overshadowed that year by WCW. So the WWF gets more slack.
3. Vince Russo's WCW booking
As bad as 1999 was for the WWF and WCW, Vince Russo's booking in WCW during the year 2000 was far worse. He put the title on himself and David Arquette. At least Vince knows how to take a bump without getting a concussion.

The Rumble win further solidified Rock as the top heel so it served a purpose, though I forgot all about his WWF title win.
The ECW title win really didn't accomplish much though.

No complaints about the Rumble win considering he wasn't made to look particularly strong and the title shot he won ended up with Stone Cold in the end anyway.
Don't recall how long the title reign was, can barely remember that he beat Triple H on Smackdown to win it though.

His reign lasted 3 days. Gave it up on Raw, because he "wasnt a wrestler" and declared the winner of the 6 pack challenge would be the new champion
HHH won it back the next Sunday at the PPV

I hate it, and any and all non-wrestlers winning titles, but it was a long time ago now. I'm just not overly concerned about something I know happened 11 years ago. And the company has continued despite it too.
It's easier to overlook a symptom for a non-fatal disease than a fatal one in the case of WCW.

so then what was the point of him winning it from Triple H if Triple H was gonna win it again the next week?

Vince's title win was one of the very last things Russo booked in the WWF. I dare say Russo was never a big HHH fan, given the mediocre way he booked HHH during that initial heel run H had in mid 1999. Bear in mind HHH lost his title shot at Austin to CHYNA at one point.
Honestly I think it was done just to pop interest in the early days of Smackdown to give viewers the feeling that anything could happen.

I can imagine to many old school ECW fans that was like a blackeye to them. To me it symbolized assimilation of one company. Vince owned and destroyed two companies. There is nothing in material they possessed which he couldn't have. He went as far to put the belt on himself and act like a gangsta. That's wild.

It was more believable and actually added something to a hot storyline where as Russo's title win was just another stupid swerve just for the purpose of being a swerve. Vince was a great character and in the world of WWF 1999 he could get away with anything.

Obviously, as a McMahon mark, I loved all of his title reigns and accomplishments...but from a logical standpoint --- they all had storylines to go with it that were entertaining unlike Russo's title win.

Vince is all about entertainment, and frankly, heel Vince on top waiting to be toppled is always entertaining.
His WWF title reign lasted from a SD to Raw the next week, and his Rumble win helped keep the McMahon/Austin thing red hot. As much as people look back and hate on 1999, it was the period when WWF as it was then was getting the highest ratings it has ever got, and Vince and his storyline driven stuff over proper wrestling was one of the big reasons for that.
I loved everything he did during that time period.

My memory is fragile
How is supposed that HHH Was the heel on this feud?
He had to overcome incredible odds against vince and all his cronies, next day, has to fight 5 matches where every one was the speciality of each wrestler (off topic, I miss when wrestlers had their own gimmick match where they are strong) and finally, at the PPV, he has SCSA as the referee
Anyway, I didn't see Vince title run that worse, only lasted 3 days, didn't buried anyone, and he dropped the title at the next day, Russo won it after he was speared through the cage thanks to goldberg, and later, goldberg and booker t high five'd even though booker lost the belt

my answer to the original question:
- There was so much craziness going on in '99 that it wasn't seen as being too outlandish.
- Vince played a very over character at the time in comparison to Russo. Vince was still hot from the Austin fued, and fans were willing to accept him a bit as an in-ring performer. Russo's character was one fans didn't even want to see on television. Vince with the title in kayfabe still made sense, Russo did not.
- Russo had not owned his company for 20+ years. He basically walked into WCW, pushed himself and others of his choosing and made a total joke out of WCW. Fans respected McMahon, Russo they did not.
