As well know Vince has a tremendous ability to bury the hatchet. After all he has had huge falling outs/rivalries with Bret Hart, Hulk Hogan, Eric Bischoff and Jesse Venture just to name a few and has brought them all back and one point or another.
However all of those names are all pretty bankable. The argument can be made that Vince will bury the hatchet, but only if you are worth it to justify Vince turning the other cheek for whatever reason he feels you screwed him over. Some wrestlers may just not be profitable enough for Vince to ever care about against. Here are two that spring to mind.
Lex Luger: Has nothing left as an in-ring competitor and despite being born again by many accounts was a tremendous jerk backstage in his prime. Add to this the giant "f*** you" to the WWF when he first jumped to WCW and I don't see him ever coming back.
Madusa: Dumped the WWF woman's title in the trash on WCW and sealed her fat. Because women wrestlers are valued so much for their looks above everything else in WWE I don't see her coming back ever. Also because of other women wrestlers WWE can afford to bury her legacy. If they want to talk about the long ago history of women's wrestling they have Moolah's image. If they want to go more current they have Trish and possibly Sable.
Some guys I think could come back, but the argument can be made for:
"Macho Man" Randy Savage: Just because no one really knows what happened.
Jeff Jarrett: Like Luger he screwed the company over huge. Likewise there are far more bankable names out there. However, the McMahon/Jarrett family ties go WAY back and I recall Vince even considering handing the WWF over to Jerry Jarrett to protect the company during the steroid trials. I don't see Jeff coming back as an in-ring competitor, but wouldn't rule out a management position somewhere way down the line.

WWE has a pretty good working relationship with Luger now. They even interviewed him for WWE.com last month.

I don't know about Luger. They had some fairly positive stuff about him over the last few years on wwe.com, so I don't think he is a pariah for WWE (anymore?).

I could see him possibly mending fences professionally with Jarrett.
Jarrett stated that he had contact with Vince and Linda when his wife took ill and when she died. So, I think they're on decent terms personally.
If he drops out of involvement with TNA, then I could see him as either a road agent or a front office person.

I can't really see Vince being done with anyone. If there's a chance for money to be made..he'd do it. He's a smart business man.

They recently did an interview with Alundra Blaze (she'll always be Alundra Blaze to me) so it seems they maybe starting to build that bridge again.
Jeff Jarrett, he's never coming back. Well, ok, maybe never say never, but my goodness. He held him up for money, like, holy crap. Jerry Jarrett did an interview one time and said that basically, Vince told Jerry that he could never have Jeff wrestle for him again.
Apparently though, Jeff was afraid he wouldn't get his pay per view bonus due to his contract being up, so he wanted it up front. But again, Christian had the very same problem in 2005, but he showed up for Raw and the pay per view, and I'm sure he would have got some his pay per view bonus. I'm sure Jeff could have sued for it while in WCW if he didn't get it. And I just read above, and maybe Jeff could have some future there if they talked things out.
Raven was part of the independent contractor lawsuit with Kanyon and Mike Sanders, so he likely won't be back. Demolition Ax had that lawsuit with WWE about keeping his gimmick, but then again, Honky Tonk Man had that issue to I do believe, and he has been back off and on.

As much as I adore what the guy brought to the WWE, Paul London. His shoot with Kendrick, along with other tirades (some comedic, some pathetic) that specifically target Vince and Hunter (On Vince: "I'll be happier when he's dead") would seem to me bar him from ever coming back. He says he doesn't want anything to do with them either, so I suppose it's mutual.
As for Kendrick, he was a little softer in the shoot than London was, and seeing as how he was an actual HBK student whereas London was just at the Texas Wrestling School post-HBK, I'd say for Kendrick that gives him a little bit of an "in." He has more likelihood of returning down the road as trainer maybe, whereas London has nearly or exactly zero chance of coming back, in any capacity.

I'll second Buff and Raven. Buff because he has nothing to offer either on-screen or behind the scenes, and Raven because of the lawsuit. Which is a shame as having Raven on the booking crew would be a fantastic boon.
