This goes for all games, not just Black and White. No, the Gyarados doesn't count.
Motivated to ask in order to brag I just found and caught a shiny Plusle.

Yes. It was a f***ing Magikarp. So one hand it's useless. On the other it will one day be useful, but when it becomes such everyone will assume it was the one the game gives you. What a dilemma.

My brother has a couple. One is a newer Pokemon whose name I don't remember, but he also caught a shiny Drowzee, which is now a shiny Hypno.

No, but I encountered one before, a Zubat. I had never even heard of them, so thought it was some weird glitch, and killed it without much thought.

A shiny Gulpin, which I evolved into a shiny Swalot. The only random shiny I've ever encountered. Turned a relatively average pokemon into one of my favorites, just for being my first random shiny.

Shiny Pidgey, in the original Gold/Silver in fact where it was even tougher. For some reason, NEVER ran into one since...did get a legit shiny Bronzong though via the GTS.

So I haven't played since Yellow... what's so special about a "shiny" Pokemon?

So I haven't played since Yellow... what's so special about a "shiny" Pokemon? Different color. Some, like the Plusle I got or Pikachu or what have you, are just different shades of the same. Then you have things like a black Charizard or green Mewtwo. One in under 8000 chance of running into one, except for a red Gyarados in Gold and Silver and their remakes.

Yep! It took me 10-11 damn years, but a few days ago I caught myself a shiny Tangela. The shiny Litwick I hatched earlier was one I was deliberately looking for, so the Tangela surprised me 100 times more.

I haven't had a chance to play any since Diamond, but the chaining system helps improve your chances somewhat in getting shinies, though I never tried it much.

So what's the reason in the game that Pokemon are shiny?

So what's the reason in the game that Pokemon are shiny? bulbapedia.bulbagarden.net/wiki/Shiny_Pokémon"The determinant for Shininess is instead a calculation based on the Trainer ID number and secret ID number of the player encountering it and the personality value of the Pokémon." "The secret ID and Trainer ID byte words are first xored together, and then the first byte word of the personality value is xored with the second byte word of the personality value. If the xor of these two results is less than eight, then the Pokémon is Shiny. This results in a probability of 8 in 65536; simplified as 1/8192 (2-13, or approximately 0.012207%), just as in Generation II. Symbolically: (Trainer ID) xor (Secret ID) = E (First byte word of personality value) xor (Second byte word of personality value) = F If E xor F is less than eight, then the Pokémon is Shiny."
