I'm just a guy with an opinion, but WM 11 may be the worst WM ever. Here's how I feel the show should've been booked.
1. Over the top rope battle royal for the tag titles: Participants: Smoking Guns,MOM, Headshrinkers, Blu Brothers,Heavenly Bodies, and the Bushwackers
Winners: Smoking Guns
2. IC title: (C) Jeff Jarrett vs Razor Ramon
Winner: Jarrett.
Keep the same result
3. Power slam Challenge: British Bulldog vs King Kong Bundy
Winner: Bulldog
4. Tatanka vs 1-2-3 Kid
Winner: 1-2-3 Kid
5. The Undertaker vs Owen Hart
Winner: Undertaker
Yoko returns and Taker wins by DQ.
6. Lawrence Tyalor vs Bam Bam Bigelow
Winner: LT
7. WWF Championship match: (C) Diesel vs Bret Hart vs Shawn Michaels vs Bob Backlund
Winner: Hart
Hart picks up the belt by making Backlund tap. Hart leaves champ,and Diesel plots revenge since he lost the belt with being pinned.

That would have been a pretty nice card actually. I really like the body slam challenge because that the kind of gmmick match that doesn't have to be any good to get over. I could easily see a build to it where Bundy just goes out and slams jobber after jobber while Harvey bad mouths Davey Boy. Then have DBS get the win at Mania, that would have been fun.
Kid-Tatanka would or could have been a *** or above match and it's an integing paring. I liked early 1-2-3 Kid much more than the proto-X-Pac he became by the end of 95.
LT-Bam-Bam was a fine match from a celebrity wrestler point of view.
The tag team battle royal is a bleh idea in my mind but again so are the rest of the WM battle royals. Make it fairly short and it would be passable.
Owen-UT seems like it may have been a clash to me. Especally if Yoko came back and the heat was transfered to UT-Yoko even though they had wrapped up their issue at Survior Series 94. So imo that wouldn't surve any purpose. Instead I'd have Owen go over UT clean with the sharpshooter. Remember that "the streak" was pretty much just coinsidence until about 2003. So assuming that Kama the Ultimate Voodoo Pimping Fighting Machine still had the urn and had melted it down Vince and company could explain UT's lack of ability to no-sell to the marks.Have Neidhart attack Paul Bearer to distract Taker and have him interfer in the match to block the tombstone and then help Owen set up the sharpshooter. An Owen win would have been huge in getting him to the next level of heel beyond the brothers angle.
The four way match seems a bit out there to me for WWE in 1995. Plus I can't see how benefits from it.

Poor Luger, bad enough he went from main-eventing-to-curtain-jerking-in-stupid-tag-team, you don't even want him on the show.

I really like the idea of the King Kong Bundy/British Bulldog match that OP has laid out. That would have been a really cool old school thing for the show. Here are some of the matches I would have changed around:
I would have had Diesel defend the title against Yokozuna with Lawrence Taylor as the Special Guest Referee for the title.
Then I would Have Bret Hart and Owen end their feud once and for all in a Best 2 Of 3 Falls Match.
Also, I would use the controversial ending to the Royal Rumble Match and have Shawn Michaels face the British Bulldog in a Ladder Match with the winner becoming number one contender.

I always thought considering he debuted before the event that Man Mountain rock would get a spot on the card and I always thought Kama would get a match as well.
