Ok, there is no Flair option here because the simple fact is, despite being the "dirstiest player in the game", Flair was never a proper chicken s*** heel, he was always booked as someone who could hold his own and go toe-to-toe with the best of them, even though he'd break the rules, beg off and all the rest of it.
A proper chicken s*** heel is someone who'll actually do all they can to avoid a fair fight. Think of Jerry Lawler in 1993 feigning injury to get out of wrestling Bret Hart - THAT'S a real chicken s*** heel.
So who is the best there ever was at that? Discuss!

Wouldn't JBL also go under "can hold his own in the ring"? It's more to do with the way he was booked. Sure, there were periods where he was booked as being stronger - there were periods were Lawler was too - but for much of his run with the title JBL was pretty chickens***

Without a doubt in my mind it's the Honky Tonk Man. He did it perfectly. His offense always looked weak, he coward and backed down and they he strutted like a winner after escaping. Man fans just wanted to see any of the 10,000 guys going after the IC title kick his ass.

See I don't think Tully, Flair, Jericho or Angle can really be considered CS heels because they all could hold their own and also beat down on jobbers when they needed to. Yeah they would back down strategically at times but it was more so they could re group and take the advantage. Compare that to HTM who was just a total coward.

Honestly, the only thing I have to add here is that I don't know how in the world you *can't* see Ric Flair, but you somehow justify JBL and Jerry Lawler. Especially given the reasons you made in the original post against Flair. Not that I'm saying Flair *has* to be the answer; just saying it looks like a clear case of someone seeing only what they want to.

I loved what a complete wimp and coward Steve Austin became after his heel turn. It may not have made the most sense in terms of overall character but he was so good at it.

I doubt many would agree but I think Shane McMahon was the best before he toughened up (I think that started with the Kane feud).
He always tried to act tough but usually ran away from a fair fight, most of the time he had help and the only way he had any hope of holding his own in a one-on-one situation was to do something crazy. Plus it fitted his gimmick perfectly as he was the bosses son not a proper wrestler.
