The fans, for creating the demand for the bout to begin with. No demand, no bout, no death.

Pretty much this After apollo saw the robot, he lost all the faith on humankind, he couldn't believe than someone will came with such an stupid idea, so he decided to go to fight draco knewing that no matter what, he will lost, so he still had the hope that he will be killed, and just go away from this world with the stupid robot

Don't forget Apollo was looking at Rocky while being pummeled and telling him not to throw it, instead of defending the punches.

Rocky. Little does anyone know that in the epic rematch teased at the end of Rocky III/beginning of Rocky IV, Apollo whipped the Italian Stallion's ass. Rocky harbored very ill feelings towards Apollo because of this (seeing as Creed won the "rubber match" of their best of 3 series). For Rocky to get his "revenge" he knowingly let Apollo die and cried crocodile tears at the funeral when afterwards he went home, had a few beers, and screwed Adrian's brains out in celebration.

Now that I think about it
What about Apollo's wife?
I have never understood why she seemed so normal when apollo died, sure, she was crying and all, but she didn't looked like a woman who just lost his husband in a boxing match where the jerk of his friend didn't wanted to stop it

It was James Brown's fault. He had a rare off night and thus wasn't funky enough, leaving Apollo fairly uninspired and ripe for the killing.

Apollo.
He had no business being in the ring and it was he who kept insisting that Rocky didn't throw in the towel.
Plus he acted like a dick towards Drago beforehand with his elaborate entrance and he and Rocky not taking Drago seriously. It's no wonder Drago went all out against Creed to prove that he wasn't a joke.

If i was thinking like Mr. McMahon... - Drago didn't kill Apollo Creed
- Rocky didn't kill Apollo Creed
- The ref didn't kill Apollo Creed
Apollo Creed killed Apollo Creed.

Generally, the fault falls to the fighter, but I'm open to the idea that the ref should have stopped the fight after the first round. But refs give fighters a lot of leeway in continuing, so that probably played a factor.
So, my conclusion is, it was the Robot's fault.
