Well, Donald's sister, Della, from what I understand, was the mother. She was clearly unfit because they ended up with Donald, who was also unfit and left them with mean old Scrooge. The father remains a mystery to this day.
I am going with a cross promotional swerve between WB and Disney and saying it was Daffey.
Or maybe Howard the Duck, he got around.

This is a family tree that appeared in the old Carl Barks/Don Rosa Donald Duck/Scrooge McDuck comics back in the day that the Ducktales cartoon is mostly based on. As you can see the triplets mother is Donald's sister, Della. Their father was never revealed. Don Rosa was actually very particular about keeping track of dates and ages for these characters, and while never specifically said in the comic, if you do the math with the dates and ages he had established, Della would've been underaged when she gave birth to Huey, Dewey and Louie. This probably would explain why they were usually being taken care of by Donald or Scrooge. Supposedly at one point Rosa had a plan to have the triplets find there parents but couldn't think of a way to end it. For storytelling purposes, they had to stay with Donald or Scrooge, but for them to find their parents and not be able to stay with them would've just been depressing. Rosa just decided it was an issue best left unaddressed.

Donald wasn't unfit he was in the navy which is why he had to give them to Scrooge.
