This may be a controversial opinion, but am I the only one who thinks it is unfair to compare basic network shows, drama or comedy, to shows on cable? Cable shows can get away with a lot more in terms of language and content, which makes the competition unfair. I would just argue for separate catagories, best network drama or comedy vs. best cable network drama or comedy. YMMV, of course. It could also be said the other way, network shows often have much higher budgets and thus can do more than cable shows. Perhaps, but would that not too justify a separation between the two?

I think that depends on what your goal with the reward is. If it is to recognize the best made show overall within a particular genre, then you could argue that there would be a justification in separating the two. But if the purpose of, say, best comedic show is to determine the best written, funniest show, then I don't think it'd be needed. Comedy doesn't need the slightly fewer restrictions that cable has to be funny, nor does it need the higher budget of network shows.
