What was the deal with this? I just remember that one episode of RAW he showed up ring side dressed as a woman. I don't remember it ever being mentioned again. Was this part of a storyline that played out on Heat?

He was dressed in drag and kept interfering in Victorias matches to help her out against Trish and Tomko. It ended with him wrestling Tomko at a PPV and the match was supposedly really bad. After that, they just dropped the whole thing.

I have that on video. It's terrible.
Tomko beats/undresses "the mystery woman" until Richards is in granny panties.
Then Tomko starts hitting Richards, and Richards sort of "Hulks Up" (saying stuff like "you SON OF A BITCH!") and starts mounting this terrible comeback before falling to whatever stupid finisher Tomko was given. The fact that Tomko was over enough to be competing in a ring with guys like Jericho shows how clueless the WWE is and how inconsistent kayfabe really is.

Was it even a match? I though one jumped the other and they brawled to the ring where Tomko kicked BSC's ass.

Yeah, Tomko said it at least once that I remember. The crowd was dead silent throughout the whole thing too. It was really bad!

It was that bad, the crowd was dead silent and I believe the WWE hasn't come back to Portland, OR since that day,lol.

"We wanted Victoria fans to think that we were gonna give her a push, when in fact we had no intention of pushing her. In this particular case, we wanted people to think we were reuniting Richards and Victoria to try to recreate some of the success this duo experienced in 2003 or so as the Wacky ones.
However we never are going to push Victoria ever again. We just think it's amusing to pretend like we are. I mean seriously though, we can't remove Victoria from her current role. Candice ain't gonna kiss herself."

Candice ain't gonna kiss herself." Sadly QFT, given how the WWE generally views her. At least she has an article in the latest Raw magazine about her pizzaria. You know, the absolute funniest thing about this is that they broke them up without an on-screen explanation (Vic said on a Byte This later that it was because he was "jealous of her success"), and then they try to reunite them without an on-screen explanation. It might have gone somewhere if Trish didn't get injured shortly after this angle started (which came after Trish pinned Lita for Vic's title, where Trish and Lita were inserted into Vic's title match with Gail at the last minute). But between that, Lita's "pregnancy" and the first weeks of the diva search, all the other women and this angle were virtually relegated to Heat. By the time they were ready to restart this angle, it was very obvious that they wanted Trish vs. Lita (see Lita's "wedding" with Kane during this time for proof), and so that Unforgiven match between Stevie and Tomko (which followed an unhyped Trish-Vic match where Vic was nowhere to be seen the Raw before) was the result.

Tomko wasn't THAT bad. At least he had a purpose when paired with Christian, but then WWE took that from him, too.

Tomko was only good at playing the straight man to Christian. Apart from that he sucked, and yes, that match with Stevie was absolutely terrible. I didn't watch it live, so I kept deciding not to fast forward because it must be finishing in another few seconds, surely. Big mistake. After what seemed like about 2 hours, it was over and the whole storyline was dropped.
