I'd argue that WCW did tend to book around heel champions while WWF tended to prefer champions, actually. I think that was one of the things in the final years of WCW that ultimately led to quite a dark, depressing product - the succession of heels, an odd babyface win then getting crushed again for another heel champ.
Hated the Reign of Terror. If it'd been the Trips of 2000, could've been a very different ballgame but that Trips was bloated, slow and boring.

NWA/JCP during the 80´s was built around Flair and the 4 horseman(All heels) I was going to argue that JCP was not a national promotion but after looking at the venues where shows were held that would be silly and inaccurate.
