By my count FCW has 52 male wrestlers and 9 Divas on their roster. As far as I know they have 1 one hour program a week. I watch some of the stuff on Youtube, but everything I've every seen is several months old, so can't really figure this out.
Anyway my question is, how do they fit everyone on TV? I know they seem to have a lot of tag matches, but there is only so many people you can put in one match. It seems to me that some people may go months without appearing on TV, just because there isn't enough time for them, which kinda seems like it would hurt rather than help their developmental.
I was wondering how FCW structures their TV to get everyone on TV, while keeping feuds going and pushing champions at the same time.

It's like how WWE does with the Smackdown and Raw roster. Focus of those who are important and cycle around the guys who might or might not get a push. Some names will go absent for a while due the possibility of going to the main roster, injury, or just have no purpose for them being on the show.

For a roster that large, it's actually booked fairly well. Some guys though I haven't seen on in awhile, but I'm starting to catch up. I'm at the second week of May now.
They have their top guys, their middle guys, their bottom guys, and their job guys. It's one of the better run wrestling promotions because guys are cycled in and out, instead of going around and around like WWE and TNA do. A good example is Lucky Cannon used to be a bottom guy, not quite a job guy, but a bottom guy, and eventually became FCW Champion.

I partially disagree about booking. Lucky Cannon should be nowhere near the title picture and Maxine's possibly the worst GM in WWE history. Everything she does makes no sense.

Well, I'm guessing she's madly in love with Lucky Cannon, or she's a sexual predator, as she tried fooling around with Mason Ryan. I'm not a fan of her as GM anyway, but everything else is booked fairly well. The Tag Titles are made to be very important. The FCW 15 Title is very important due to what it takes to actually win the thing. The show is centered around the title more then anything else. How often in WWE are the tag titles the main event of a show? FCW will sometimes have the tag team titles be the show's main event, as one of the episodes, I think at the first of May, the main event was a tag title match between Steamboat & Rollins vs Cannon & Dibiase. I wish they would have actual teams in FCW, but that's a WWE problem, and I think the guys down in FCW have learned that putting two guys in a regular tag team is the kiss of death, after the Dudebusters were called up together.

The reason Maxine doesn't make sense is that Steve Keirn is the president and she has a liaison in Norman Smiley, yet she gets away with doing stuff that wouldn't be allowed. Hell, they did an angle where Bo Rotundo was supposed to face Lucky Cannon for the title, and they cut to her ordering Lucky and Damien Sandow to beat the living hell out of Rotundo outside the arena. Keirn came in and said that Bo was in no condition to perform, her response was "not my problem." ...What the f$#*?!
It's stuff like that why I've grown annoyed with FCW as of late. Once Rollins, Steamboat, Washington, and a few other guys go, they're screwed.

I would put Orlov, Kruger and Maddox on the bottom guys list and Buck Dixon on the inactive list. He's only had one tv match that I know of. Leakee seems to be moving into the top guys list too based on the tv tapings.
I'd say the women's division in FCW now is worse than WWE. Half the women signed(Sonia, Maxine, Vickie's daughter and the two new ones) don't even wrestle. Naomi is almost no exitant anymore on tv and they only have like 1 match every couple weeks.
Maxine as GM is alright but her voice gets annoying at times. I really like the All Stars group though. Sandow is way better than Dibiase as Lucky's second in command.

I was thinking of Kruger in the bottom as well, but he has teamed up with guys like Byron Saxton and Calvin Raines, who have been in and out of the title picture. There are other women coming into the promotion, including two of Lance Storm's students, Irena Javic (sp?) and Tenille, so that should help. Buck I read makes an appearance as a bodyguard, but yeah, he is pretty inactive.
