I'd dig it; the guy is getting more and more awesome by the day. Long gone are the CAWdy days. Absolutely. Props to him for working his ass off to get better. The Dashing thing just shows that he does have personality and charisma

I'm not sure what they do with Cody now.
I think giving him a midcard belt would be fine but they'd then sacrifice Sheamus and Barrett to do so and seeing how much the E cares about midcard belts I don't see it really elevating Cody all that much either.
If Del Rio doesn't get the belt and they don't pull the trigger on a Christian feud with Edge, Cody's the only realistic feud for Edge left.
Cody's already squashing the undercard faces. He already had his feuds with Show and Mysterio, so unless Smackdown gets a flood of new faces from Raw, he has no one to feud with now. (I'm excluding Kofi because he seems to be tied up with the Corre.)
Not doing anything with the man after he went over Rey at mania seems to be pretty shortsighted, but of course he ate the pin immediately the night after so maybe he is doomed to be Dolph Zigglered into irrelavance.

If he were to bulk up a bit, he'd have no problem being world champion. But I can't really see any non-high-flyer cruiserweight being a permanent main eventer.

Let's not rush this thing, let Cody build his own little legacy first, have him actually have more than one feud with his new gimmick and see if this thing actually has legs. His current gimmick is brilliant, but it is very one-note and I don't want to see it burn out by him saying the same things every single week (SRS Jericho, Reign of Terror HHH).
I don't want him to get JBL'ed, basically getting huge crowd reactions from a major gimmick turn and being handed the World Title right away because of it. Let Cody grow a little first as a performer and see if he has the chops to keep formerly-Dashing Cody Rhodes going for awhile. If he proves himself to be able to maintain fan interest over time, then sure, give him a run.

World Heavyweight Champion? MAYBE, only maybe if Del Rio ultimately flops and Barrett doesn't get hot again.
I can't see him as WWE Champion as of now. I think he's a bit too "NWA-ish" for Raw, if that makes sense.

Cody is barely even an IC level guy to me, he just lacks the size and credibility to be a serious main eventer or world champion. What does he do especially well?

This doesn't sound as weird to hear as it did this time last year. Cody's come a LOOOONG way in the past year, and it's great to see. He should get at least a trial run with the big belt for sure.

A better question would be, what doesn't he do especially well? Promos, mat wrestling, aerial moves, making the most of what he has to work with, you name it. As far as size and credibility, just going by his success as an amateur wrestler I'd guess he could probably eat Mike Mizanin for lunch and that didn't stop Miz from beating John freakin' Cena at Wrestlemania.
