Then-jobber Jeff Hardy beating Razor Ramon by count out in 1996 when Ramon left the ring to chase after Goldust (IIRC). He then returned to the ring and gave Jeff two Razor Edges.

PJ Walker (later Justin Credible) beating IRS THAT'S the one I was thinking of. I knew PJ beat somebody. How about 1-2-3 Kid & Bob "Spark Plug" Holly winning the tag title tournament in 1995? That was pretty unexpected.

Lots of those have this storyline/fluke value to them where yeah, they won, but it didn't mean anything in the end.
Cody Rhodes beats Rey Mysterio Jr. at WrestleMania. An upset, and it broke Cody's glass ceiling.

Slaughter beating Warrior for the title.....I don't care that Savage interfered and hit Warrior with the scepter, it is absolutely ludicrous that Slaughter was ever world champion, let alone being one of 4 people in history to pin the Warrior.

I thought Benoit beating HHH and HBK for the title was quite a surprising moment. I thought I was the only one who thought that. Sure, it seemed like destiny for Benoit to win, but with HHH and his best friend in the ring at the same time, I didn't believe Benoit would win until HHH tried to roll out of the crossface but Chris wouldn't let him.
