Which one did you like as GM? It could vary in reasons, like the heel GM running the show and abusing his/her power or the face GM giving the fans what they want. Personally, I liked Paul Heyman as GM. It's such a shame his run wasn't that long.
By the way, regarding Vickie and Teddy Long, it counts for both runs, like Teddy's run from 2004 to 2007, as well as his current run, while Vickie's run as GM from 2007 to 2009, as well as her run as Smackdown consultant.

Went for Stephanie. She made an excellent face GM. Weird to think how quickly she acclimatised to being a face, actually, after the McMahon-Helmsley Era and Invasion.
That said, Smackdown has had a good run of excellent GM figures, although Teddy Long's entrance usually provokes a groan, because whatever follows is predictable and repetitive.

I do like Heyman and Stephanie. And Teddy can get repetitive, and boring, and somewhat annoying. That being said, Teddy deserves some credit for being one of the few babyface authority figures who really stands his ground. Usually, heel authority figures are the ones that rule with an iron fist, and the face authority figures "let the fans decide" and let the competitors make all the decision. It's a good change of pace to have a face GM who's willing to put his foot down.

I miss Paul Heyman's Smackdown. He was excellent in that role. Aside from Vince during the Attitude era, Heyman was probably my favourite heel authority figure ever.

Teddy is kind of like a lame modern day Jack Tunney with his longevity and hapless butting in to things that don't really concern him.

I voted for Stephanie. I don't really remember Angle and Heyman as GM, Wasn't around for Vickie as GM and I don't like Teddy Long. Plus Steph was pretty hot during her run as GM!

Teddy Long.
It's good that SmackDown has had the consistency of having Long as the leader while the roster has been so flexible over the years.
Not to mention that while he is a face, he has often acted in a slightly heelish way and screwed the faces (see his promo about how Christian basically had it coming on this week's SmackDown for example).
