The party line around here is anything that goes well should be credited to the talent and anything that doesn't should be blamed on creative.
This is the best angle since the start of Nexus, and arguably the best start to an angle in years and years.
Was it pulled off completely without any input from the writing team? Or did they play a role?

I think Punk, Creative, Vince (though I guess he should be under the Creative banner) and Cena (it was rumored to be his idea) all deserve credit for it working.

No one knows. Whoever came up with the idea is great. But, lots of credit goes to Vince McMahon, for going through with a very different, and dare I say, ballsy direction with his product recently. If a writer or John Cena was in on scripting this or added some of the little touches that really made it work so well, then credit goes to them.
Ultimately, CM Punk is to thank though. It couldn't have been pulled off without the right guy to center it all around.

There was that news story about Cena wanting to feud with Punk before his contract possibly ran out right around Over the Limit.
And of course Vince is more than willing to be the punching bag and get humiliated.

Punk gets all the credit for his promos and drawing heat, but creative gets credit for finally thinking outside the box and designing the angle.

Good call on VKM.
Can't be a coincidence that he returns as an active character and the product immediately becomes must-see.
He has long been the best promo man in the biz, and, as Eric Bischoff noted, sometimes you are your own best option -- without Vince's blessing AND participation, it's not the same angle.
