Looking back and watching it again, I still think Orton's beatdown of Christian was worse, not to mention that it came after a full match.
I also don't think it matters that much, because they first talked about that rule when Miz had it. Kayfabe speaking, that could have been something they changed after then.

Face MitB winner cashing in on vulnerable champion is just a horrible idea in general, because it makes the guy look like he can't get it done on his own. Just ask CM Punk. Well, it could be another angle to the Bryan vs. Rhodes feud as Rhodes steals Bryan's MITB briefcase. This sets up a match at SummerSlam where the winner will will the briefcase.

Y'know, if I won Money in the Bank (from a kayfabe perspective) I'd spent that night camped out in the closet of the champ's hotel room. Soon as I was sure he was asleep, his ass would be pinned.

Rob Van Dam didn't have a problem cashing in on Cena at a PPV that would put him at a big disadvantage. But maybe this isnt the same.

Ya I never liked Punk taking the cheap win over Edge. Ya he and Edge had history but the idealist, battler face that was supposed to be addicted to competion shouldn't be taking cheap wins. Always thought they should've had Punk challenge and have Edge put Punk over.

Maybe Bryan did not want to go near that crazed Orton.
Think about it:
1) Bryan and Orton would have most likely had to cross paths in order for Bryan to cash in after Orton killed Christian.
2) Orton would realize that if Bryan cashes in, and wins, then he's out the title picture as Christian would be getting his rematch(es).
3) Therefore, Orton would just do anything he could to prevent Bryan cashing in.
And thus Bryan was smart for not cashing in, although it's one hell of an ass-pull.

Bryan not cashing in last night in front of a pro-Bryan crowd was almost as stupid as Kaval winning NXT and challenging for the IC title.
I understand it from the kayfabe perspective of Bryan is too honorable, Orton was crazed at the time, etc., but you have to get that title when you can.
Speaking of Kaval he's probably kicking himself for getting released before they started pushing the good workers/former indy guys.
