Although it's the new kid on the block in the genre, I gotta give the nod to Dead Space myself. I've been creeped out in RE games here and there, but Dead Space has legit scared the hell out of me here and there. And it's not always cheap jump scares. I've found the series is overall better at atmosphere.. the lighting, music, sound all add to making the games nerve wracking to play the first time through when you never know what's around every corner.

Silent Hill and Fatal Frame are scarier series, but out of these two, Dead Space, easily. They are tense games, that is until Dead Space 1 turns into a Necromorph shooting gallery and it loses all tension as you can tell when the Necromorphs were going to start swarming.

Silent Hill would've been my vote. But since its not an option and I've never played Dead Space (I've never liked "space-based" horror, even in movies) I voted for Resident Evil.

Resident Evil has it's moments (I'm kind of hoping they go back to Zombies as 5 wasn't that interesting).
Overall I'd give the nod to the Dead Space games, the openings of both games are especially creepy/scary and intense
