Are Tommy Dreamer, Sandman, New Jack, and Raven legends, or are they hardcore legends in the making?

Lengends of ECW, absolutely. I don't necessarily feel like the term legend, in regards to wrestling, needs a solid definition or criteria. But I feel like having a very long run at, or near the top of the card in major promotions is the most important thing to keep in mind, or the term has no real meaning. Of the three, Raven is the closest of the bunch, and the only one to get over outside of the shadow of ECW. Well, almost outside of it. His runs in WCW and TNA cement this a bit. His WWE run, not so much. New Jack's entire gimmick doesn't really work well outside of the hardcore style(though I've seen very little of his Smokey Mountain stuff). Dreamer's runs in WWE were completely tied into the hardcore division and the ECW brand. Sandman looked like a fish out of water on his brief run on Raw, and his WCW run was strictly limited to their hardcore division. History will view these guys as the biggest names in ECW, but it's ECW that will hold the legendary status. Not the individuals.

No. Not even close. ECW simply never gave it's wrestlers the level of exposure that either WWF or WCW did. It was basically a regional company. We never got ECW on TV in many parts of the south. Plus, the ECW fanbase always seemed to be a very narrow demographic: 16-30 year old white (somewhat nerdy, IMHO) boys who wanted to be part of the action instead of simply watching it. I will agree that ECW as a company is a bit of a legend in it's influence on the big promotions.
Realistically, most WWE fans of today have never heard of New Jack. Only a few will know of Sandman, and a few more will know Raven. Tommy Dreamer is probably the best known of that group, as he had more WWF/E exposure than any of the rest of them.

Raven's WCW run (he was even on the cover of a video game), his work at the top of ECW as a pillar of what defined that promotion, as well as the handful of memorable moments in WWE make him a legend career wise.

If those guys had spectacular WWE and WCW runs I'd say they were legends but they did not.

They aren't legends, but three of them show some valuable lessons of the industry. - A genius mind will not necessarily lead to a booking slot even when it really should. (Raven) - It doesn't matter how good a wrestler you are. If you're safe in the ring, overness is all that counts (Sandman) - A house show or TV match jobbing out to anybody is no excuse not to try and doesn't mean you can't stay over (Dreamer)

Not sure what you're referring to in regards to Dreamer, but that's so true of Sandman. He had essentially no wrestling technique, which meant that he couldn't do moves with ANY degree of risk, so he never hurt anybody(that I am aware of) but his gimmick was wildly popular with the ECW crowd. So he had a job with ECW basically for as long as he wanted.
When he left for WCW his lack of ability was exposed, and his gimmick was much less popular with their typical(largely southern) crowd.

In my opinion, they're legends. But your mileage may vary. The only way to "officially" be a legend is to sign one of WWE's contracts or go into their Hall of Fame. Otherwise, it's simply a matter of opinion. Another person that's been a fan as long as I have may have never watched ECW, so may only remember them as WCW/WWE jobbers/midcarders.
