2009 is still fresh, so I'd vote for that. At least 2003 had a gm and not stupid guest hosts. 2003 did have it's fair share of crap, but I just choose to ignore much of the Triple H reign of terror crap.

2003 - Along with the Reign of Terror you had the glass ceiling, arguably worse yo-yo booking and JR and King at their absolute career worst.

2003 easily.
EVERYTHING revolved around HHH , im sure atleast 98% (being generous) of the Raws in 2003 began with a 20min HHH promo I cannot remember a raw in 2003 that did not begin with HHH or with someone that was directly involved with him whether it be a feud or alliance.

2003 didn't just have the endless HHH reign it also had La Resistance plus Steiner and Test's feud that never ended

2003 was my only year as a wrestling fan where I actually quit the WWE (I came back in mid-2004). 2009 was just boring, but not as painful.

2009 was VERY bad and I'm talking Beast of Yucca Flats bad. Only good months of RAW were in January & Febuary. While 2003 had HHH's fingerprints all over the show but at least 2003 had some amusing RAWs and plus there NO and I repeat NO stupid guest hosts promoting what product they had coming out

As much as I hated the whole 'Triple H and Evolution burying anybody that ever had anything to do with WCW' thing that seemed to run through 2003, I still kinda look at it with rose-tinted specs purely because it was when I was most into wrestling. The Bischoff/Austin thing was occasionally pretty fun, and there was still a lot of good female superstars around. I will agree that the Steiner/Test feud and subsequent tag team sucked too.
2009 was part of my 'hiatus' from WWE, which began around late 2006 and only ended in January 2011 (and 2011 was a great year for the most part). I've recently revisited Raw 2009, and it really did just feel like being fed the same crap over and over and over and over again. It started quite well with the RTWM Orton/Triple H and McMahons storyline, but after Backlash it really started to go downhill. - Cena blazed through a feud with Big Show and treated him like a bitch; - Batista was given the WWE Title in a 5-minute cage match with Orton at Extreme Rules, despite already being injured after having returned just two months prior (!) and giving up the belt 24 hours later; - Miz looked like he was breaking through the glass ceiling with a Jericho/Goldberg-like feud with Cena, only for "DA CHAMP" to bury him in 5 minutes at The Bash PPV; - The cycle of guest hosts churned out a few good hosts here and there (OK, maybe just Ted DiBiase), but for the most part it was terrible, plug-heavy, hey-look-at-us-we're-pretending-to-be-fans TV that benefited nobody in the end. - Chavo Guerrero, a former ECW champion and part of one of the most prestigious families in wrestling, jobbed to a leprechaun for 10 weeks. - DX reformed for the 23rd time and were acting like a bunch of kids, and not in a good way. - Orton and Cena feuding for what seemed like years, despite having zero chemistry with each other.
Funnily enough, in both 2003 and 2009, Smackdown was on fire. In both years, that show gave us some of the best feuds since the brand extension begun.

2003 at least revolved around an actual wrestler, and not some stupid D-list celeb promoting shit that nobody gave a damn about all while being completley oblivious on on how to act in a wrestling enviroment. Also Cena/Orton feud that never ended.

2009 was way worse.
2003 had it's terrible moments, but it was never tedious.

I actually watched full episodes of RAW in 2003. I fast-forwarded or skipped episodes of RAW in 2009.
With the exception of a few guest hosts, much of '09 was a tedious bore to me.

2003 made me quit watching wrestling for almost 5 years.
2009 had some bad Raws (I especially rememember the Jeremy Piven one being nightmarishly bad) and was sometimes tedious, but it never made me give up on the WWE as a whole.

I stopped watching wrestling around 1998 or 1999 and didn't catch anything from 1999 to 2004, but from what I read about 2003 it was clearly worse than 2009.

2003. It's amazing I stuck around after that.
I'm not a guest host hater. As long as the matches and angles involving the wrestlers were okay, I was fine with RAW in 2009. 2003 RAW though...yikes.

2009 for me. It was as close to unbearable as its ever been, but I got through it. In the past when Ive really been annoyed with programming its lost me for periods of time.
2003 was blah after Wrestlemania, before Mania we got one of the greatest promos of the last 20 years when Hollywood Rock just set Toronto on fire with his heat, thats what I think of when I think 2003.

2009 by a WIDE margin for me. I honestly don't remember much of actual wrestling but I remember the guest hosts which were 99% AWFUL. Dennis Miller stands out in particular. Also, I love DX but the 2009 incarnation was the most painful tag team I've ever witnessed.

I thought 2009 was far worse. I personally loved 2003.
2003 Raw had one of my all time favourite rosters. I was a huge fan of HHH, Evolution, Goldberg, Jericho, HBK, RVD, Christian, Booker T, Kevin Nash, Scott Steiner, Trish and Lita. I also enjoyed Austin/Bischoff as co-GM’s and Kane’s unmasking. And at the start of the year, Hollywood Rock.
2009 Raw I didn’t care for at all after WM.

2009. I'd rather watch HHH cut 20 minute promos than watch D-list celebrities plugging their shit and misprenouncing the names of wrestlers and PPV's on a weekly basis.
