The buildup wouldn't even hint at Sting until right around Elimination Chamber.
Have Taker show up at the beginning of February and have him challenged by somebody like Barrett or Rhodes. Taker refuses them, so they build a small stable of heel wrestlers to help them out and proceed to beat the crap out of Undertaker, trying to goad him into a match. Intentionally make it look like an old school NWO beatdown.
Taker shows up the Raw after E.C. and still turns down the match challenge. The heel stable comes out again and starts beating him down, before suddenly the lights go out. Lights come back on and they're all knocked out, Taker's standing in the ring along with another guy. It's Sting with a baseball bat. He points it at Taker, then at the Mania sign. Taker nods slowly.
Lights go out again, come back up and they're both gone. Then have a month of them slowly messing with each other across both shows. Taker comes out to talk about the streak, but the audio feed cuts out and Sting's in the rafters. There's a Sting promo video that is suddenly interrupted by a video clip of Taker.
As a kid this was a dream match for me; I even envisioned a promo video where Taker is shown digging a grave only to have all these scorpions come crawling out of it.

The OP is just asking, why come and be snarky about it?
It is, after all, the last big match left that could possibly still happen that hasn't.
I agree with brekdownthewalls, it all has to be about mind games and then the match itself, which could still be great as they can both still pull it out when they need to.

I wasn't trying to be snarky, just being matter of fact. Sting was injured recently and he's almost 53 years old. Undertaker is almost 47 and has had his share of injuries in the last few years. Having a feud between the Phenom of WWE and the Franchise of WCW would have been a great match between 2001 and 2003 when it would have followed the Monday Night Wars. Now? I think it's too late.

I dunno, I just think it'd be one of the greatest matches ever if it had happened in '97. I resent the accusation, as I try to be positive/fair about almost everything. I guess if they did it now it would be billed as a dream match, and that'd be all they need.

I am certain that when this match is booked, all the naysayers will MARK! It has that kind of ambiance around it. The dream match of dream matches. So what it didn't happen when it could have happened. That almost makes it all the sweeter. Taker and Sting from 97 do not vary too much from the Taker and Sting of now. Although maybe a little more broken down and injury prone, they still are the same men. I think this match could be enough to ignite the very best of what lies within.
The possibilities are endless when it comes to the creative end for this story. There are a million different ways this can be booked and that actually is the only thing scary. Knowing the WWE... would Vince blow this? Could they blow this considering if, Sting signed, he would almost certainly have Creative Control.
Another question is, after Owen. Would Sting continue to drop from the rafters? I doubt it. RIP Owen - but Sting coming from the rafters and swooping Undertaker and taking him to his dark side would be amazing. Taker, never before seen so vulnerable....anyways my imagination is running wild.
Scorpions crawling out of a grave would be AWESOME!

Taker comes out to announce his retirement. He says there's nothing left for him to do, that he has defeated all there is to defeat. The lights go out and Sting's 1997 Crow music comes on. Sting comes out and points his bat at Taker.
