While I said Faruza earlier she is a clear number 2 , because Robin McLeavy is just freaking scary insane...and thats just in a movie...I hope. I feel she is made for the role of Harley.

Alexis Bledel, she is adorable, and can act. Agreed.

If she were still alive, Brittany Murphy.

Woulda been Brittany Murphy. Now..dunno really. This. Murphy was the only woman I could ever think that could pull off a great Harley .

The thing for me is that in a Nolan version, I could picture Harley being a more tragic/dramatic kind of character. Another poster mentioned stockholm syndrome, and I think that fits her very well. I picture her having scars on her face like Ledger's Joker did, but it is left open whether they were forced on her or she put them there herself, and the make-up around her eyes would be very smeared, invoking the idea that she cried when it happened. That said, if she had a really innocent look outside the make-up it would make her transformation all the more startling and upsetting.

Zooey Deschanel *hides behind flame shield* I like Zooey, but I think Emily would be better.

Bailey Jay Well played. And I have no idea. I don't watch enough movies/TV shows to even have a pool to go from. *shrug*

Helena Bonham Carter.
Sure, she's older. But I don't think that would really matter.

Going for the bold casting choice of putting Helena Bonham Carter in a dark crazy female role, eh? That's what she does best. She does it well, but I'm frankly sick of seeing it. It was refreshing to see her in The King's Speech and not in a Tim Burton movie/Harry Potter.

I'd say every one of these suggestions is too skinny. Superheroines need curves.

I'd say every one of these suggestions is too skinny. Superheroines need curves. If we went by the curves superheroines are usually drawn with in comics, then every single superheroine in movies would be played by Christina Hendricks. Not that I have anything against that, I'm just not sure she can keep up the workload.

Nolan's version of this character would hurt. She just wouldnt work properly in the universe he's set up imo.
I echo the sentiment suggested earlier of a move away from Nolan realism and back to Burtonesque dark and grim, but more fantastical

I didn't say they need to look in proportion to the comics, but at least Scarlett Johannsen at least has some semblance of an arse and boobs. Pretty much everyone suggested here doesn't. Female superheroes shouldn't be so slim, they should be athletic, muscular but curvy.

...see, now you need to post the one with David Tennant as...whoever they have him as in this "what if" poster. They had him as Riddler, looked pretty cool, even if it was just a green version of his Doctor Who outfit with a bowler hat:
