As Bobby Lashley proved, even if you've got promo skills from God and acting skills to impress Shakespeare, your voice can still make or break people's impression of you, as unfair as it might be.
That being said, a special few workers have been gifted with just THE right voice for heeling it up, where others may just sound constantly casually disinterested (like Triple H half of the time) or overly forced intense (the Miz in wannabe psycho mode).
This can be interpreted a few different ways, I'll illustrate with my two votes, both of whom are coincidentally the heels who experienced the most prominent career renaissance over the past year, Mark Henry and Bully Ray.
Mark has the "crap-your-pants-and-run-away-screaming" angry voice for a destroyer, wrecking ball heel, while Ray has possibly the best aggravating asshole voice ever, helped by its nasalness and the New York accent. They're two completely different types of heels yet their voices match the parts PERFECTLY.

I find surreal when I see wrestling footage of Ted DiBiase not as a conniving, evil heel. Even putting aside the greatest evil laugh in the history of the business, his voice in promos just screamed bad guy.

Connor O'Brian's another one I'd like to mention. He sounds like a serial killer who will literally bite your face off and eat it.

Old School: Wade's a great modern choice; I'd also put Arn (who sounds like evil Harvey Keitel) and Ted Dibiase Sr. up there.

Bobby Heenan, Johnny Curtis' creepy voice, Scott Steiner (he does NOT sound like a nice man) and, maybe because I'm influenced by her heel work in FCW, but AJ has always sounded like a heel to me.
