You've got Lesnar and Lord Tensai back and the rocket seems to have been re-strapped to Mark Henry and that accounts for your monster heel contingent, so is Ryback simply a face as to not lose him in the shuffle?
The gimmick seems more tailored for a heel, but the timing just isn't going to work out, so I'm assuming that they're going run with him as a face.

I think it's the same reason that Brodus Clay became the Funkasaurus instead of the big bad monster character we were expecting, since Kane and Mark Henry were already heels at that point.

Is Brock necessarily a heel? It's his best role, of course, but I don't think F5ing Cena makes him a heel by default.

If they knew what was good for them they'd quietly give him a Goldberg-like streak and see what he can do with it. Even if he doesn't get all the way to Goldberg levels, after a certain point it'll still be a big enough deal for whoever knocks him off.

I think there's an inherent goofiness to him that would make it hard for him to stay heel. Also, throw enough high impact clotheslines and, unless your JBL, people will start to cheer you.

People love Steve Wilkos no matter what gimmick or name he has.

If they're smart, they can make the Lariat a move the fans want to see hit on heels. It can be as big of an impact move as Goldberg's Spear was.
Hell give it a catchy name the fans can cheer and bam.

As I said in the Barry Steven's Appreciation thread, this was the first time I've seen him and he wasn't that impressive. High Impact, took no bumps, and the only sounds he made were "AARRRGH!!!" I'll reserve a final opinion until I've seen him for about a month and he's gotten time on the mic to develop some sort of personality.
